I, The United Kingdom of Peshwas, declare my candidacy for the upcoming election for the post of Administrator.

I, The Democratic People's Republic of Federatsiya, declare my inalienable right to motion my vote for the candidates. One of the most critical ways that individuals can influence governmental decision-making is through voting. Voting is a formal expression of preference for a candidate for office or for a proposed resolution of an issue. Voting generally takes place in the context of a large-scale national or regional election, however, local and small-scale community elections can be just as critical to individual participation in government. Everyone has the right to take part in the government of his/her country, directly or through freely chosen representatives.
Everyone has the right of equal access to public service in his country.
The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret ballot or by equivalent free voting procedures. The role that periodic, free elections play in ensuring respect for political rights also is enshrined in the Constitution of The Great Experiment.

While the right to vote is widely recognized as a fundamental human right, this right is not fully enforced for millions of individuals around the world. Consistently disenfranchised groups include non-citizens, young people, minorities, those who commit crimes, the homeless, disabled persons, and many others who lack access to the vote for a variety of reasons including poverty, illiteracy, intimidation, or unfair election processes. An important force in combating disenfranchisement is the growth of organizations engaged in election monitoring. Around the world, regional governments struggle to meet the challenge of the World Assembly's universally agreed resolution to free and fair elections. Election monitoring groups, ranging from local or party monitors to World Assembly teams, assist regoons and local groups to hold free and fair elections by observing the process from the beginning (voter education, candidate campaigns, planning for the ballot) to the end vote count. By declaring an election ‘free and fair’ monitors can legitimize the outcome of that election. Conversely, by not doing so, legitimacy is withheld. The question of whether or not to grant legitimacy to election results is complicated by political considerations, as the results of declaring elections ‘not free nor fair’ can be serious. Riots and even civil war can break out.

As it stands, this bill is unconstitutional. It must explicitly follow one or more of the fields specified in the Constitution before we can put it up to a vote.

Liversteed Resigns!
REGIONAL POLITICS
On 26 March 2020, Liversteed announced their resignation as Administrator before leaving the region. Liversteed, alongside St Troy, created a new region: The Isles of Greenspan. It is suspected that Liversteed resigned as a result of backlash towards the Canonization of Discord and NationStates Act, which was quickly rejected by most members of The Great Experiment. Since their resignation comes right before a general election, a by-election will not be held.

The Canonization of Discord and NationStates Act
REGIONAL POLITICS
As of this article's publication, the recently proposed Canonization of Discord and NationStates Act is on course to fail. With ten members against and none in favour, it seems impossible at this point for it to succeed. The strongest supporters of the bill, St Troy and Liversteed, left the region after a few hours of debate.
The controversial bill was vocally rejected by many members of The Great Experiment. Many had concerns regarding the unrealistic and unstable NationStates stats that would become canon, as well as security issues posed by giving Administrator moderating powers. "Admins becoming discord moderators makes us super susceptible to raiders," explained the Trianglean Empire. "If a group of people just strolled in they could get a majority and have a moderator." Since a great deal of roleplay and worldbuilding is done on Discord, electing moderators poses a great threat since it can all be deleted.
The purpose of the bill has been confusing since the very beginning. The author of the bill, St Troy, wrote on Discord that "the stats and lifestyles of [nations] already established here on discord" will not be overwritten by NationStates stats. "However, if someone wants to embrace their nationstates nation, for those who are new, they can." Nations can already embrace their NationStates stats (with the exception of population) to help them with worldbuilding. This bill forces people to use NationStates stats, even if they don't want to, under penalty of removal from the region. This is another key flaw with the proposed legislation.
The many problems with this bill were discussed in my response to the bill, which you can read here. The Experimental Observer recommends that readers vote NAY on the bill as a result of the worldbuilding and moderation issues created by this bill.

Suvmia Elected Vice-President of The URA
UNITED REGIONS ALLIANCE
With 20 out of 36 votes on the fourth round of voting, Suvmia from The United Ascendancy became Vice-President after a snap election was held.
Suvmia was one of the most qualified candidates running in the election, comparable only to Meritorious who placed second in vote share. Some of their accomplishments include serving as leader in another alliance, publishing legislation, and holding key regional roles such as Secretary of State in TUA.
When asked about a proposal to merge Presidential and Vice-Presidential elections into a single ticket, Suvmia said such a proposal is "an interesting idea" which is "preferable" despite certain flaws. For example, if a Presidential candidate has no candidate for VP in mind, they may be barred from running. They also discussed an alternative, where the runner-up would become Vice-President, although they also gave reasons why such a format would be harmful.
When asked about the draft of the new constitution, Suvmia was one of only two candidates who answered the question (the other being Falkiria who was eliminated in the third round of voting). Points brought up by Suvmia include how legislation will be passed, the removal procedure for government officials, and (perhaps crucially) the role and composition of the military.

Tensions Worsen Between Evansa and Veritia
ROLEPLAY
As CAVID-19 spreads across the region, foreheads are not the only things flaring up. Tensions between Evansa and Veritia escalated as a result of their nuclear program and human experimentation, respectively. Evansa and Soldatria formed the Financial Committee, an economic and military alliance, to combat the influence of the UA. Although Morathe initially supported Veritia in this political conflict, they later left the UA to protect themselves from potential military attacks. Uyanvsaze later joined the FC, although it has declared that it will not participate in military cooperation. Kigwari and Peshwas also joined the FC, although the former was threatened by Veritia for joining their rival.
Not all is grim for Veritia, however. Their ally Bvakkstyi continues to support them, and is almost certain to join a war should conflict break out. Although Scalizagasti signed a non-aggression pact with the FC and continues to improve relations with the alliance, it still remains a close partner to Veritia. The Veritia-Scalizagasti Resource Free Trade Agreement signed last month is very important for the Scalizagastian economy, as vital oil supplies can enter the country free of additional duties and tariffs. Valosa has also declared neutrality in any potential conflicts, so the UA has two fewer enemies to worry about.
