It's true

Money there is so useless that I've even seen Venezuelan Immigrants selling necklaces and bags made of bolivares, and Organized crime probably just uses dollars or pesos or some repurposed item instead of bolivares for bullets

the genocide is still bad and yes, he has started rebuilding twice. I stopped him the first time, and I'm not going to settle for less now
