With the summer slowly fading into autumn, the city of Crown Peak can be seen transforming from green to a beautiful array of yellow, orange and red. While fall colors start working their magic across forests and the arctic tundra, and especially the countryside along with pleasant temperatures make September the perfect month to visit Ardonii, the declining number of tourists after peak season is more noticeable than before. Even the locals have started their preparation for the long winter that is to come.

As the last of the sunshine of the day glisten the windows of Incatasia, standing regal at the end of Fletcher Lane, we could see the commuters outside going on their way like usual, although a few could be seen wearing light overcoats.

Inside Incatasia, in the president's office, we could see Anupam Subramaniam (Minister of Foreign Affairs) standing there, evidently waiting for the president to finish reading through his reports, on the newly commissioned Oil Trust Fund, for the petroleum reserves in West Ardonii.

A few moments later,

"So Anupam, to what do I owe the pleasure for this surprise meeting today?" Achillean asked, as he started putting away the reports.

"Well, I think you will find this interesting, the nation of Utslizu sent a request earlier, an invitation to be precise." he pauses for a moment.

"Utslizu? I am afraid, I don't know much about the nation or their people." he replies, indeed intrigued by this invite.

"My ministry has also not been able to compile sufficient information on them, they have been relatively isolated from the rest of Strangereal until now, definitely secluded from Ardonii." answers Anupam, adding the last bit hurriedly, perhaps to exculpate his ministry's inability to gather the required Intel, thought Achillean.

"And the invite is regarding?"

"They are seeking positive diplomatic relationship with us, inviting Ardonii to be part of 'World Outreach Plan' essentially to promote regional co-operation, at Kaaglesmut."

"And? What are agendas of this initiative? What are we actually going to be dealing with?" asks Achillean, getting slightly impatient with the lack of details.

"That's it. That is all we know about the initiative." answers Anupam, looking a little uneasy.

Achillean sighs at the response, he leans back in his chair, slightly closing his eyes, to get his thoughts together.

"Send them the return telegram, acknowledging their effort to setup positive relations with Ardonii, however we won't be accepting the offer until we receive more clarity regarding this initiative."

"I will send the reply as instructed." With that, he bids farwell to the president for the evening, as he leaves the office.

Left alone in the office, Achillean once again picks up the reports, and starts going through the rest of it left unread, in his solitude.

To the representatives of Utslizu,

Greetings and Salutations from north, we have received your offer, seeking positive diplomatic relations between the two nations.

We appreciate this wonderful opportunity presented by you, and would be more than willing to establish ties that could prove fruitful for us both, be it economically, diplomatically or militarily.

But unfortunately, we would have to decline the offer, as the lack of information regarding this invitation hold us back from accepting it.

We therefore request necessary additional details, before opening the diplomatic channels between Ardonii and Utslizu. We will be awaiting your reply.

Vote Recommendation: Against

Resolution Analysis
Overview
This proposal seeks to (1) legalize the sex industry as a legal form of employment across the WA, (2) prohibits any criminization of purchasers of services provided by sex workers (3) requires all "sex work institutions" to provide safe and effective medical products, (4) makes significant changes to rules regarding sexually transmitted diseases, and (5) imposes corresponding prohibitions on making certain activities associated with sex work to be illegal across the WA.

Recommendation
We strongly support labour rights, fought against human trafficking and supported the universal STI counteraction (GAR#606) policy cited in this resolution. Nevertheless, we believe Article 2 of this resolution, which directly legalizes sex work, is an issue that lends poorly to a "one-size fits all" solution from the World Assembly and invites a wide range of passionate arguments. We believe individual member states (or, as they deem appropriate, to their provinces, municipalities and local communities) are in a better position to tailor more nuanced laws that best reflect the cultural, religious, and social views of their communities. We also believe discussions about sexually transmitted diseases and its risks (on both sex workers and their customers) involve substantive arguments on multiple sides in terms of civil rights and health that are also best resolved at a WA state (or below) level.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote Against the General Assembly Resolution at vote, "Sex Workers Protections Act".
