The Antarctic government is a system that incorporates a model of democracy with a form of a dictatorship, in the form of it's Primary Governorship and the duties that are involved with this leader's role, unlike that of some democratic governments, the leading official, elected by the people by a vote every ten years, operates as the sole voice of authority on all matters, a voice that is only equaled at times by the government's own ministries and high ranking officials, who act to keep a slight balance against the leader and ensure that all is run smoothly.
This file will serve to illustrate the government's systems of power and administration, and what each role attempts to fulfill in regards to this, each segment will be discussed in a vacuum setting, in order to ensure that nothing gets muddled by the interconnected nature of the government. Though each path of authority will be explored in it's own segment on this file as needed.


[The Governors]

The center of the administration of the MoA, governors are the highest level of authority and are without a doubt, the face of the Antarctic government. Leading from the top, and in charge of all major decisions that affect the nation as a greater whole.
Governors are the ones who dictate the policies and ethics of the government and are in charge of ensuring that everything runs to the standards of their particular goals, whether it be for the betterment of the Antarctic people or not.

Governors are in charge of ensuring that all of the ministries are led properly, and must balance the demands of each ministry and the budgets that they demand for their projects.
Furthermore, the governors are also in charge of creating new ministries and are the first people consulted about the creation of such things, they are also in charge of creating new seats in the Municipality Council, and are even more importantly, in charge of acting as foreign dignitaries to other nations that may seek to interact properly with the MoA.
All Governors face a strict policy of acting for 10 year terms, and all governors must ensure that if they cannot fulfill these terms, they must have a second in place in order to continue their policies and their term, a secondary governor acts in this regard, with a third in place if the worst should come to pass.

All Primary Governors are elected, however, the secondary and tertiary governors are only to be selected by the Primary Governor, in order to ensure that the policies and goals of the first governor are confirmed to remain in place until the next ten-year term comes to pass under either the same leader, or another whom may do better or worse.
Governors are usually accountable to the people directly through direct-votes, meaning that every person has equal power in their vote rather than having different district votes that determine local leaders, which would then result in the upper leaders being chosen through a majority of local leaders of the same 'party.'
Parties are banned within Antarctica, meaning that each Governor must run with their own goals and without the blindness set onto them by a specific ideological group, that may force them to conform to their demands and regulations.

Governors are mostly only meant to listen to the people, however, the Primary Governor also listens to the Ministries, and is meant to listen to the Municipality council at times, however, this final part has never manifested in truth, as the Municipality Council is simply too large and vast to get answers from, as they spend more time fighting with each-other instead of demanding action from the Governor. Especially with some recent Governors who have centralized to some extent, forcing everything under a mandatory federal standard.
All Primary Governors are permitted to create 'Governmental Decrees' in order to force laws, decisions, or other serious matters through any type of government structure, regardless of the reasoning, however... such decrees are extremely unpopular with the citizenry, it is also specifically known to be very unpopular among the Municipality council too, as they will typically try to block these decrees if they can.



[The Administrative Ministers]

Second only to the governor, the Admin Ministers are the various leaders of governmental institutions and overall apparatus heads, in charge of everything from the Military to the Ecological efforts, to the Education all the way to Transport issues, each ministry and bureau is as important as the last, and each ministry leader personifies the demands and will of these ministries, acting as the voices from which the Primary Governor may hear the demands and concerns of each... and also acting directly as the Governor's link to the rest of the nation, listening to orders brought forth from the governor and enacting them in the best ways that they feel is possible on the overarching chain of command.

Each minister is no stronger than the other, but all of them, together, in theory, could be stronger than the governor were it not for the fact that the public keeps a keen eye on the ministry leaders as much as possible... ridiculing them with seething anger, or praising them with unending love, the most successful ministers are those who listen to their Governor, yet also ensure that the public is not staring them down.
It is, however, not legal for the governor to breathe down the necks of any minister too hard, and by extension, the ministries themselves, as if they did, the ministries may collapse, which would simply cause turmoil for the MoA, which nobody dares enact...

Administrative Ministers are not elected, nor are they randomly selected, rather the governor chooses who resides in the seat of an Administrative Minister, in order to ensure that no friction comes about, and also to ensure that the leader has people they can trust to be true and unbiased, just as it all should be.
Each minister can in fact hold the position for life, however, usually they only last ten years, just like the government that elected them, as each government cycles out the ministers for their own, some worse than the last and some much better.

These ministers are constantly demanded to be in meetings with the Primary Governor, in order to discuss plans, needs, concerns, desires, anything that must be spoken about involving the ministry leads and their respective ministries, without these meetings, the funding and demands of the ministries would never be able to be balanced, especially due to how monstrous the bureaucracy is involving each ministry, and how long it would take to operate each ministry without the leaders there to hear from the Governor themselves.



[The Ministries and Bureaus]

If the Governor is the brain of the government, and the Ministers are the nerves and nervous system, than the Ministries and Bureaus are the organs of the nation.
These are responsible for actually carrying out the functions that the government demands, on a national and federal level, overarching above all other governmental structures and systems in order to lay an even and fair hand across all, though sometimes this hand is seen as a negative influence, rather than a positive one.
It is these ministries that shoulder the blame when things go wrong, it is these ministries that provide oversight to the rest of their networks and systems, they oversee the policies and oversee the results, and quickly change anything that may not be working.

The federal level of these ministries allows them to overstep the laws of most local Municipalities and their various Municipal Governors, it is here that the laws on safety, on health and on legal age of drinking were installed, it's here that the government implemented the 16-year-old minimum on legally being allowed to work, and it is finally here that the government installed the universal bans on smoking and gambling, claiming that neither did any good for the nation at all, even despite criticism from the other parts of government and the nation itself.
The ministries are typically not directly involved in any regional municipality roles, rather, they are distant and allow things to manage themselves after directing their underlings to what they are meant to do, if things get out of hand, only then do they intervene, and only then do they use their own reserve funds to ensure that all goes well, and if it does not, only then do they call on the reserves of the federal government itself, in emergencies of any kind.

Ministries are added very frequently as the nation continues to change and adapt, and that means that the growing administration must rapidly adapt to accommodate these changes... as a result, the ministries wax and wane with power very greatly, occasionally becoming dominant only to slip into obscurity at some point down the line, as is the nature of government institutions at times.
But, even so, no ministry is neglected, nor are the bureaus, which act in an identical way, but remain a separate type of entity in some unknown fashion.



[The Central Authoritative Courts]

The legal heart of the government and the highest of all legal authorities, the CAC is in the business of enforcing and implementing Federal Laws or appealing for their removal based on the fundamental rights and freedoms of human beings and other sapients, their job is mostly to ensure that laws are not too restrictive, but also to ensure that Municipalities follow the federal rules, lest they be banned from operating certain functions, or be banned from even associating with other Municipalities based on their observed resistance to the overreaching authority.

It is constructed of twenty high judges, clad in black and maroon uniforms, whom are appealed to by many, but seen by few, these twenty judges discuss and debate each appeal and handle them as needed, it is these judges that overturn or enforce laws, based on what they believe is the best course of action. Every judge is randomly selected from a random pool of known incorruptible judges by a large committee randomly selected from the general public, these judicial positions must always been filled, and under no circumstances is the government permitted to plant any judges of their own into the courts, lest they corrupt the nature of the CAC, which would be against the government mandates set in the founding charters of the MoA.

The courts have been in operation within the Capital city of Hii for as long as any can remember... and the courts even have their own building, separate from the rest of the government, in order to prevent any kind of easily accessible spying or listening in attempts, and the interiors and exterior have been designed to maintain comforts that most may not be able to have in their lives, the building itself is a design based on a foreign building, but it is still unique, as the roof has been replaced by a red one, rather than the one that will be shown in the following file image.

There is also a central room meant for deliberations and meant to allow for the presence of those appealing to the judges, however, cameras are banned within the confines of this particular room, and as such, no images of it exist.
Furthermore, any photos that may have existed of it, were lost during the reshuffling of administration during the ascension of Governor Cetiri to her position, as she restructured many systems to be more centralized, and far more robust.
Regardless, the courts continue to hold serious influence over much of the government, and is overruled only by the governors themselves during emergency situations.


[The Administrative Council]

In charge of creating and debating possible laws, as well as doing their best to throw themselves into work at micromanaging the government at large, the AC is the heart of the government's ability to genuinely create and operate laws, where the courts enforce them, the AC is in charge of actually creating them and ensuring that they are workable in the MoA.
This council is made up of 110 people, brought from around the country, and from a variation of many professions, these people are not vetted to ensure that they are not opposing of the Antarctic government, and, in fact, it is seen as a good thing for differing voices, regardless of their tone, to be heard within the walls of the AC.

This council is not the one that implements the laws, however, it is the Primary Governor who decides whether these laws are to be in place or not, it is their authority that decides if the AC's deliberations and ideals are considered important or not, and it is their job to ensure that the council does not damage the MoA, just as they must balance the governor by ensuring that any laws normally proposed by them must go through the council.
The council, however, can still be overridden easily, it simply isn't popular or recommended to do so, as the people will grow quite agitated if their systems of government are simply overlooked without any regard for their genuine viability or reasoning for existence.



[The Municipality Council]

An enormous council that consists of a diplomat from each of the MoA's member-municipalities, or other regions.
This council is the main voice of the people, and the weakest of the upper sections of the government, it is the job of the MC to merely argue with itself, and infight, and also attempt to keep checks and balances upon the authority of the Primary Governor.

It is also the job of the council to yell at the governor in hopes that some of what they say can be implemented or considered, as the council sincerely brings in reasons that the municipalities have problems, and bring in solutions and questions along with them, that the central government is meant to answer for their sakes, however, the council is merely an advisory body at best, with a serious lack of any strength and with a lack of a unified voice, it is due to this that most of the words shouted by the MC never truly results in anything substantial, unless they truly unify behind one specific goal, such as the goals of instituting universal rules of language, ensuring that the government speaks in two overall languages due to majority populations, Japanese and English, with English given a priority over Japanese, but not stamping it out at all. All government staff are mandated to be able to understand and write in both, and failure to do so would result in a firing.
The council voted a 382 to 18, and due to this unification, the governor at the time, two governors before Cetiri, was forced to implement the rule, or face the wrath of nearly the entire country.
This is the power that the council seeks to have at all times, yet it cannot, as it is simply too fractured and too unable to agree, leaving it weak and ineffective at best.

All of the Municipality Council's members are elected by the Regional Municipalities that are represented by them, each member is like a diplomat to an international council, with each one being almost entirely distinct from the other, each one acts in the best interests of their own municipality, and in the interest of their allies, though every municipality is technically allied with each-other, with some exceptions based on severe issues between them. Each member serves for life, or until the municipality deems that they have outlived their usefulness, and replaces them with another, they are not affected by regime changes and they are not influenced by the matters of state besides their own municipalities, they remain a constant when all other things do not.



[Regional Courts]

The regional enforcers of civil stability, the regional courts are a step below the overreaching authority afforded to the CAC, but are a step above local courts in handling more serious cases that may have to do with far more serious crimes, they also are in charge of enforcing regional laws in general, and advise the regional municipalities on what is the most accurate and lawful route to take along matters, though in this regard they are mostly advisory and not meant to enforce strict guidelines besides the punishment of criminals and other individuals who cause trouble, such as terrorists or crime-spree perpetrators.
Each municipality has a regional court system, and this regional court system includes the local courts in some regard, but also does not, as the local courts handle small matters on their own without the oversight of the regional court system.


[Regional Ministers]

Weaker compared to the federal ministries themselves, the regional ministers are appointed individuals in charge of operating each municipality's services, systems, infrastructure, and other matters that would belong to the ministries rather than the regional governments, they are in charge of ensuring that the systems that allow the municipalities to run continue to operate as per what is demanded of them, and are in charge of spreading the budgets that are provided by the federal ministries out to the projects and services that they oversee.

They are also the mouthpieces which may be used by the federal ministries in order to inform the regional governments of changes to policy, or are the mouthpieces which are used to force the municipalities to allow the government to create projects of infrastructure or other matters that the government must force through without the consent of the regional governments.



[Regional Municipalities]

First and foremost, these are the various municipality zones that are connected to each seat in the Municipality council, numbering 400, and being wildly different at times, these are the way that the territory of the MoA is organized... clumps and patches based arbitrarily on what remains closest to a particular city, township, or village, many municipalities have multiple villages, however... but this is not the important part.
Below, is an index on the Municipalities, and below that, will be information on each one.

Municipality Classification Index

Number of active Municipalities

Urban Municipalities.
Built up and typically smaller, these municipalities are representative of cities and industrial centers.
Typically much more powerful and influential, but also less interested in the affairs of the government so long as their laws are not infringed upon.

Sparse Municipalities.
Much larger and more spread out, the Sparse Municipalities tend to reflect the 'countryside' of the MoA.
They are the townships and villages of the Municipality Council, they require constant efforts to please from the government, and rely heavily on them to support their survival.

Special Administrative Zones.
These are zones that are specifically oriented towards certain goals, they can be national reserves, resource extraction industries, inaccessible land that must be maintained for later use, or simply land that cannot be used by the general public one way or another.
These zones are very much uncaring of laws, but require special care in order to maintain them and their ability to persist as entities.

Military Administration Zones.
These zones are solely under the authority of the military and/or the government for specific purposes.
They are currently not for use by the general public, and care solely for the budgets that they receive, and not much on laws.
Though they will focus on any laws that make it easier to administrate themselves, especially in regards to military policy.

Hii Special Zones.
Due to the size of the capital being so much greater compared to the sizes of other cities, Hiigans have demanded that they have a say in the Municipality Council as well, resulting in these 22 sections of the city being split into pieces and being shoved into the council.
These 22 pieces are extremely loyal to the whims and demands of Hii Municipality itself, and also places much greater focus on trusting the government itself, making a small bloc of pro-government municipality diplomats in the council a constant.

These Municipalities are all simply the regional authorities of their respective places of presence, and are in charge of taking care of all normal operations in regards to the government tasks that would normally be expected of 'provinces' or 'states', down to the regional budgets and even managing which ministries are allowed to even operate in their particular regions without severe oversight.

Each Municipality elects, or designates, a 'Municipal Governor' that administrates their territory entirely, and maintains control of the budgetary limits and policies set forth within their assigned region, they are allowed a great deal of flexibility and control, but in the end, must answer to the Federal Government if they wish to be taken seriously, and have the funding they need to handle their regions. Some of these Municipal Governors tread the path of doing the exact opposite of government policy, but maintain ties and loyalty to the MoA for their survival, above all else.

These Municipalities, however, do not get to control any overall projects that higher-up ministries demand of them to have placed in their territory, despite their demands and complaints otherwise.
The government's ministries are still stronger, just local operations of ministries set up within the municipalities are weaker.



[Local Courts]

Acting as the local city-based courts, these are the lowest ranking in regards to authority, and are only in charge of carrying out standard court-based services, legal matters fall into their hands, and they either point them up to the higher chain of command, or they handle it if it is within their rights and ability to do so.
They are like any standard court system, with judges, lawyers, defenders, and other staff, with these tasks all being handled by hired officials that are screened to an extent.


[City Councils]

The lowest form of government that exists within the MoA, the City Councils are in charge of municipal operations within townships, villages, cities, and metropolitan areas, and are the weakest in regards to their authority, their only roles are to operate their cities as best as they can upon being elected by the people, selected by an oligarchy, or simply brought into power under a dynasty, each council is different and each city operates it's own version, some of them are corrupted to the core, whilst others are hardly marred by corruption at all, regardless... the end result is a very diverse set of systems, which all serve their homes well enough to be considered the official government mediators of control of towns and cities.

Each district gets one Senator, then the senators get four years of office before being required to step down. A Senator can be voted out of office at any time, and then elections will be held for a replacement. Itís a nice, incredibly inefficient political system, but thatís democracy for you.
