It isn't like Cetiri actually has to listen to them.
They're just there to make the citizens feel special. And to occasionally raise important issues, they don't have any actual power.

Kathol Rift wrote:Kayla really doesnít need to be there, she just goes and listens to get a feel for whatís happening. Since she controls enforcement of laws, she gets to choose whether or not to go even if the Senate makes a law that says she has to go. Thatís part of why they all want her attention, because their laws mean nothing of she doesnít agree to enforce them.

Cetiri's got the same role honestly.
She's the one who decides what laws first get put into place, she has an Administrative Council that makes bills and debates on them, then they pass them onto her.
The Municipalities just try to get her attention on issues and then sometimes demand laws if they're unified enough, Cetiri doesn't yield to them unless she knows the public agrees with their deliberations.

Just building up our military for defence reasons, also yes some help would be nice.

Kayla would get along with Cetiri pretty well I think. They seem to have a similar attitude towards legislatures.

Well, the governors don't have any real power either since any laws they want to enact in their state have to be approved by Natalia beforehand, but she doesn't think it's good to alienate fellow members of the government. Which is ironic for her aforementioned habit of interrupting them.
