I don't really have a black market tbh. My actual black market stat is one of the smallest in the World, but it's 100% of my economy because I literally have nothing else.
As I mentioned, quite a few nations have zero government spending, but as you may be referencing here, my government graph shows that my focus is 100% on "complete abolition of government", which is actually far more rare than just having no government at all. Most zero-expenditure nations have an estimation of government priorities which just looks like a normal spending graph.
