Nothing invented at tech level 36 could protect from a grenade.
skip the testing and the shields, throw everybody in an IFV, equip with explosive weapon of choice, and machine gun is toast.. Although, I need to add i'm not considering advancement restrictions, so an IFV may not be available..

Steel is not bulletproof. Most full-power cartridges, armor-piercing or not, which is what a medium or heavy machine gun will fire, will punch right through it, unless you make it so thick it's too heavy to carry.
Tanks don't exist yet, thanks to a terrible decision I made which accidentally banned the internet and sent Roma Astra into a dark age. It was at this period that many technologies were lost, such as the Pneumonic War Cart(made possible by the Aeolipile which was an ancient steam engine), the Triremis Automatica (essentially just a normal galley but with a big Aeolipile at the back), the knowledge of how to make steel, and the Aqueduct. It was only recently that Roma Astra finally got pulled out of the dark age when I unbanned the internet.

What exactly is Basic tech? I checked the RP guidebook and it said that SA 1 to 50 is basic tech, but I have no idea what is contained within that.
