Hey, few n00b questions, so I'm just gonna get them all out:
1. What does ICIy mean?
2. What does UWU mean?
3. The "policy" pages for our nations: where do those come from? Is it just that certain issue responses imbue you with a new policy, and it's just luck of the draw when those policy issues come up?

IC = in character (nations, characters, etc). Not to be confused with OOC (outside of the nation, usually the people behind it or knowledge that does not exist in universe). Also not to be confused with a frozen gas station treat.

UWU = a kind of emoticon, perpetuated by anime fans and other people on the outskirts of civilized behavior

Correct. Policies are a collection of certain national behaviors (death penalty, polygamy, stuff like that) that get implemented until changed otherwise.
