Cypher was created eight years ago as a West Monkeystanian patriot, but she joined a rebellion and helped to create Robotnotopia. She was a teacher for a while, but she eventually moved to Dogetopia, where she saw immense success.

Early Life
Being very young, Cyphers early history and current history are very much alike. Cypher was created eight years ago by the Dogetopian Robotocist, Antleyer, as an eighteen year old. She was literally born an adult, and as such, never had a childhood. She was created as a West Monkeystan nationalist, but she soon realized that it would be better for her and her other robots if they had a nation of their own, so she joined Robotno's revolution and helped to conquer West Monkeystan. After the civil war, West Monkeystan let them have Argentina, and she and the other robots settled there. This period of her life lasted two years.
Life
Cypher stayed in Robotnotopia for four years, teaching young robots about the revolution and the like. However, she never felt at home there, and she decided to move to Dogetopia. They accepted her as the first robot immigrant, and she became famous. A year after her arrival, she ran as the minister of education, and succeeded.
Reign and Ideology
Thanks to her positive outlook on international interaction, the Dogetopian education system quickly became a hotbed of diverse values and cultures, leading the new generation to want to incorporate new ideas and values into Dogetopian society. Cypher quickly got rid of standardized testing, leading to Dogetopians quickly becoming more interested in education than other nations, and therefore, more intelligent. During her career, she has also worked as an ambassador with Trotsky of Comradeistan, and as the Royal slavery when Rasputin installed a chip in her during the Dogetopian civil war. Trotsky is her closest political and personal ally.
Policies
Since taking power Cypher has enacted a series of policies, they have resulted in:

• A laissez Faire approach to education.

• Intelligent citizens who want to learn well into their adult lives.

• A more liberal and happy populace.

• Foreigners are now allowed to come to Dogetopia for an education.

Political Opinions
Unlike most Dogetopians, Cypher is a liberal who wants to incorporate foreign cultures into Dogetopia. For the most part, Dogetopians are willing to see if this social experiment will succeed, and are happy that she abolished standardized testing.

Personal Life
Like the Minister of Artistic Encouragement, Cypher doesn't actively regulate curriculums. That is, for older students and adults. The curriculum from ages five to twelve are still regulated, but there are no tests, and the curriculum only teaches the essentials, such as basic math and doing taxes. After that, there are specialized schools and education centers where students develop their natural talents and become successful in life. All this means that Cypher is more worried about making learning seem fun, so she has several child psychologists in employ. She'll typically spend three hours a day looking at the latest research, another two deciding how to implement this knowledge into classrooms, and one hour drafting legislation. On off days, she relaxes in the Australian desert and lets the sun recharge her solar panels. She gives money to plenty of charities and lives with the Empress in her palace. She often visits museums with the Empress as well.
