No one knows if he's royalty, or some dictator that came to power. The country is under a monarchy, but the Royal Families current members, name and existence is unknown.
Dale Flanderlion is the leader of Flanderlion, and the country is presumably named after him.
Perhaps the best way to describe him was said by an citizen, who wished to remain anonymous for fear of reprisals.
