The hard-nosed, cynical, humorless population of 927 million Delarkians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The large, corrupt, moralistic, well-organized government prioritizes Defense, with Law & Order, Administration, and Education also on the agenda. It meets to discuss matters of state in the capital city of New Manila. The average income tax rate is 62.5%, and even higher for the wealthy.

The Delarkian economy, worth 70.8 trillion Delarkian marks a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. Average income is 76,403 Delarkian marks, and evenly distributed, with the richest citizens earning only 2.5 times as much as the poorest.

Cleaners are very careful not to bump into the big red button on President Tubbo's desk, war criminals are given full state funerals, advertisements for jobs in the sciences run in fashion magazines, and the nation's weary schoolchildren excel at sport but must count scores on their fingers. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Delark's national animal is the wingless flying hippo, which teeters on the brink of extinction due to widespread deforestation.
