Principle I
Establishment of Powers

§1. Preamble
We, the industrious and resilient ants, in order to form a harmonious and prosperous colony, establish justice, ensure unity among our residents, promote the common welfare, defend our territories, and secure the blessings of cooperation and mutual aid for ourselves and future generations, do hereby ordain and establish this Constitution for Anteria. The document enclosed holds the constitutional authority as the sole legal basis for the regional laws, codes, and statues.

§2. Basis of the Queen's Authority
1. The Queen RegAnt
I. The Queen RegAnt is the Head of State of Anteria, the symbol of its unity and permanence. She arbitrates and moderates the regular functioning of the institutions, assumes the highest representation of the region of Anteria in interregional relations and exercises the functions expressly conferred on her by the Accords and the laws.
II. Her title is that of Queen RegAnt of Anteria and she may use the other titles pertaining to the position as they see fit.
III. The Queen RegAnt has sworn to faithfully carry out her duties, to obey the Principles and the laws and ensure that they are obeyed, and to respect the rights of citizAnts of Anteria.
IV. The Queen RegAnt of Anteria shall administer the region through the nation of Zhengan, which occupies the “Queen RegAnt” position within the site-side regional office.
V. The Queen RegAnt may also use other nations besides Zhengan as she sees fit which currently only Prybourne is under the use of the Queen RegAnt for other purposes.

§3. Rights of CitizAnts
1. The CitizAntry
I. All citizAnts are entitled to regional rights upon their entry into the region. Upon their departure, said rights expire.
II. A citizAnt is defined as a single human person controlling a nation within the boundaries of the region of Anteria.
III. All citizAnts may give, receive, and withdraw regional endorsements freely of their own will, free of any concern of repercussion.
IV. All citizAnts may vote in regional elections.
V. all citizAnts may express thoughts freely without concern of repercussion, unless said thoughts or expressions endanger or harm the region or break the rules of good conduct.
VI. All citizAnts may run for regional office, as long as said citizAnt is the Primary Nation of the Person who operates the said Nation and has been a resident for a period of at least 3 weeks.

Principle II
GovernmAnt Structure

§1. Executive Branch
1. The Chief Executive
I. The executive office of Anteria is held by the position of Colony Chancellor. A Colony Chancellor shall be responsible for serving as the Chief Executive of the region, with the power to oversee, advise, direct, and manage the day to day governmental operations of the Directorate and the code of law.
II. It is the duty of the Colony Chancellor to ensure that all laws passed by the Directorate and said laws are enforced directly by the Colony Chancellor when it impacts the citizAnts of Anteria.
III. The Colony Chancellor may delegate his authority to enforce laws to other Directorate Officials by an Advisory Decree.
§2. Legislative Branch
1. The Directorate
I. Regional Officials are to be elected by the residents of the region. Upon entering office, the authority of the position is delegated to the elected citizAnt and said regional official shall be part of the Directorate. The Directorate comprises the Colony Chancellor, the Nest Steward, the Emissant, the Broodmaster, and Formic Artisan. Positions appointed by the Directorate are referred to as the Junior Directorate and comprise the positions of the First Worker, the Queens Signaler, and the Major Worker.
II. The Nest Steward is responsible for the oversight, maintenance, and judicial quality of regional law. The Nest Steward shall have the ability to maintain a list of bills and principles in effect within the region, working with the First worker to ensure departmental organization within regional dispatches for clear legible presentation of region law. The Nest Steward is responsible for the validity and legality of proposed legislation and its enshrinement into regional law following its passage. The Nest Steward has the authority to appoint the Queens Signaler whom is tasked with the oversight and publishing of a regional newspaper.
III. A Emissant is responsible for the oversight, maintenance, and expansion of interregional relations. The Emissant shall have the ability of negotiation on behalf of Anteria to other regions, establishing relationships between Anteria and other regions, and appointing ambassadorial appointments. Upon entering office, the Emissant may set their own Embassy Policy at their own discretion. If this policy is not satisfactory to the Colony Chancellor, they may direct the Emissant to change their policy.
IV. The Broodmaster oversees and maintains regional recruitment and retention of old and new citizAnts. The Broodmaster shall have the ability to organize regional recruitment and organize retention plans. The Broodmaster has the authority to appoint the Major Worker, a deputy position that serves as the second to the Broodmaster with no authority in regional government.
V. The Formic Artisan oversees and maintains the regional roleplay with aid from the elected members of the regional council. The Formic Artisan shall have the ability to moderate and oversee daily roleplay and worldbuilding which occurs on the RMB, Member Dispatches, iiWiki, and Appropriate Discord Servers, and may advise the regional council on behalf of the government.

Principle III
Procedure in GovernmAnt

§1. Passage of Bills and Principles
1. Requirements to Propose a Principle
I. Any citizAnt may submit a proposed Bill and/or Principle to any senior member for discussion or vote.
II. All proposals must be sent to any regional officer to verify legal consistency with existing Principles and the validity of its proposal.
III. All proposed Bills and/or Principles must maintain proper grammar and spelling and must be clearly defined with a name for said proposed legislation, as well a stated benefit for the region.
2. Submission of Laws
I. The governmAnt of Anteria shall pass, via public documented voting, any proposed amendment or law.
II. Bills and/or Principles will be proposed to any Senior Minister for approval.
III. All votes will go to the First Worker and are collected for public display in a regional dispatch.
VI. If passed by the regional government, the bill and/or principle will be sent to the Colony Chancellor.
V. If not passed by the regional government, the bill and/or principle will not be sent to the Colony Chancellor.
3. Veto Nullification
I. The Colony Chancellor is provided the power to veto or forbid any bill and/or principle from becoming law.
II. CitizAnts may request for a veto nullification
III. Any attempts to overturn a veto must pass with a 2/3 majority vote.

§2. Election Process
1. General Elections
I. Elections are to be held every three months.
II. Elections are organized and maintained by the First Worker.
III. Voting shall be open to all residents and shall remain open for one week.
IV. Voting is not mandatory.
V. If a citzAnt is elected to multiple positions after the election has concluded, they may only take up one office of their choosing. The remaining positions will be awarded to the next candidate with the second highest votes.
VI. Campaigning for any elected position may start at any time after the last election.
VII. Campaigning for any elected position may start at any time after the completion of the last election for that position.
VIII. Campaigns cannot be declared after elections have started, unless no candidate is running.
IX. The citizAnt which shall occupy said office shall be a single Nation which shall be the Primary Nation of the Person who operates the said Nation and has been a resident for a period of at least 3 weeks.
X. Puppet nations shall not be permitted to hold offices.
XI. Anyone who wishes to run for office within the Directorate of Anteria must not hold positions of power or executive responsibility within other regions in order to be a candidate. Any person who wishes to run for office in Anteria must first complete their tenure in the other said regions in which they are executively involved or resign from said positions before assuming any office within the region of Anteria. There shall, however, be exceptions made as the sole discretion of the Queen RegAnt of Anteria.
2. Special Elections
I. A special election may be called in a ballot between two or more candidates end in a tie, inconclusive front runner, or due to voter irregularity.
II. The validity of a special election will be investigated by regional offices.
III. In the case of a special election, a public forum will be established for each campaigning citizAnt to debate before a 3-day special election is held organized under the lawful procedures of Principle 3 subsection 2 Clause 1.

§3. Vacancies in GovernmAnt
1. Regional Director Vacancy
I. Should the office of a regional director become vacant, the Colony Chancellor shall appoint a replacement to the office.
II. The interim replacement shall hold office until the next election following their appointment.
2. Colony Chancellor Vacancy
I. Should the holder of office of Colony Chancellor be indefinitely absent, incapacitated, disqualified from holding officer, or otherwise unable to exercise the rights and responsibilities of the office, the heir presumptive shall be elevated to the office of Colony Chancellor and their previously held office shall be made vacant.
II. Should there be no heir presumptive, the Queen shall hold the office until such time as a new Colony Chancellor is appointed.
III. The heir presumptive is defined as the holder of the highest occupied office on the seniority hierarchy who is both willing and able to assume the office of Colony Chancellor.
IV. Seniority hierarchy is as follows, in decreasing order: The Colony Chancellor, the Nest Steward, Emissant, Broodmaster, Formic Artisan.
3. Appointed Position Vacancy
I. Should the office of an appointed position, as defined in ___, become vacant, the holder of the office charged with the appointment of said position may exercise the powers of said position until such time as a new holder is appointed.
II. Should the appointing office be concurrently vacant, the Colony Chancellor shall hold the office in the interim.

§4. Removal from Office
1. Acts of Dismissal for Regional Officers
I. Should a regional official, henceforth "accuser", believe another regional official, henceforth "accused", is unable or unwilling to exercise the rights and responsibilities of their office, has failed to perform the duties of their office in a proper and timely manner, has abused the powers of their office, or has exhibited behavior unbecoming of an official, the accuser may send a petition for a vote of no confidence to the Queen, the Director of Internal Affairs, or the Prime Director, which must detail the charges they are levelling against the accused and any evidence they may possess which corroborates their accusation(s).
II. A vote of no confidence shall then be immediately submitted to the Directorate. 48 hours shall be given for evidence to be submitted, the accuser to explain the charges brought forth, and the accused to rebut the claims made against them before a vote is called.
III. Should a majority of the Directorate confirm the vote of no confidence, it shall be presented to the Queen who may choose to dismiss the charges or confirm the removal.
IV. Should the vote be confirmed, the accused shall be immediately removed from office and the vacancy procedures shall be initiated
V. Should the vote be dismissed, the accused shall then be immune from further dismissal petitions for ten days following the dismissal
VI. Should another petition by different accuser be brought against the accused after the ten day period, the Queen may either dismiss the Directorate member outright or a region-wide vote of no confidence shall be initiated by the Queen, for 24 hours.
VII. Should the vote pass, the accused of the Directorate shall be immediately removed from office.
VIII. Should the vote fail, the accused shall be immune from further petitions related to the original charges.
1. Acts of Dismissal for WAD
I. Due to the unique position of Director of the World Assembly, should any member of the Directorate feel the Director of the World Assembly is no longer deemed fit to hold that position, they may submit a No Confidence proposal to the Queen RegAnts of Anteria. Should a majority of Directorate members submit such a proposal, the Director of the World Assembly shall be put under review of the Queen RegAnts alone. The Queen RegAnts shall then decide whether the Director of the World Assembly has been inadequate or abusive within their responsibilities and shall be removed. Should the position of Director of the World Assembly be held by a Queen RegAnt, they shall be discluded from this decision.
II. Should the Queen RegAnt decide against the Director of the World Assembly, the Director of World Assembly shall be Immediately removed from office and must either temporarily resign their World Assembly Membership in order to remove them from said position or face temporary expulsion from the region so that a new member may assume the role.
III. In the event of an extended vacancy of the Director of the World Assembly position, the duties and powers of the said office shall be suspended until a new Director of the World Assembly is appointed by the RegAnts of Anteria at their earliest convenience and endorsed by the populace.

§5. Treaties
1. Authority
I. All treaties will be negotiated by the Emissant or a designee and will be ratified by the Colony Chancellor.
II. The Queen RegAnt may nullify any treaty at any time.
III. Any issues or concerns will be clearly discussed and remedied before the passage of said treaty.

Requests from regions meeting any of the following criteria may not be accepted.
1. A high percentage of the population consists of puppets.
2. There is a high risk of collapse. Common indicators include very recent founding dates, political instability, low numbers of nations, and low levels of activity.
3. The bulk of the activity consists of spam.
4. The region already possesses at least thirty embassies.
5. Has less than 30 members.

Furthermore, a reason to establish an embassy must be supplied by the requesting party to the Emissant.

The Colony Chancellor and Emissant reserve the right to close embassies with regions of their choosing for any of the following reasons:

1. The region is no longer active, as indicated by one or more of the following:
A. The region no longer has a World Assembly Delegate.
B. The region is not a Frontier and no longer has a Governor.
C. The region no longer has an active Regional Message Board.
2. The reason for an embassy no longer applies.
3. The region and Anteria have not maintained an active relationship and are not anticipated to in the foreseeable future.

Augustin Alliance member regions are exempt from this policy.
