So, the delegate has executive powers in NationStates, but actually doesn't have any powers in government. In fact, the position is completely separate from government. The delegate has no constitutional roles or responsibilities (anything they do is out of their own will), and is kinda just a ceremonial position - that is why they are elected by endorsement, not elections (plus the fact that delegate elections are time-consuming and it's hard to trasition delegation sometimes). As Conch Kingdom is a libertarian-themed region, anyone can contest the position at any time by collecting endorsements. There are no term limits to the delegation.
As for the government, there are three senior ministers: Prime Minister, Minister of Domestic Affairs and Foreign Affairs. The PM's job is to oversee the other two ministers, enforce regional laws and generally complete regional duties. The DA's job is to organise events, elections and communications to the public, and the FA's job is to manage the diplomat team, check in on embassy regions and plan inter-regional events. There are elections every 3 months to decide who holds these positions - any resident can run and/or vote in them. The senior ministers can also appoint and dismiss their own junior ministers, who are minor members of government who complete specialist tasks to help senior ministers.
