Director Lev Pevtrenko watches the ROM's public announcement in his office alongside a few other high ranking DBIS memebers.

"Paid off sir, He fully believes that we will step in to save him if he is put under too much pressure."
"Good, I want his suicide ready and on standby, I think he will be having a guilty conscience soon. Also, my nephew, what does he know?"
"He knows the official story, we've placed all files under tight lock and key, the only people who know it exists are the ones in this room and anyone else you decide to tell"
"Excellent, I want him sent as part of a delegation, we will demand some form of payment for the Deltan citizens on that plane and threaten supporting Hoszt if we are refused, I want their republic to slowly crumble under pressure, and then we can plant our loyal little soldiers in their place."
Ivan arrives in ROM Controlled Makasta. His Uncle put him up to this, he didn't want any peace with these murderers, he wanted them to pay. The temperature dropped several degrees as he stepped off the plane, he already knew why. Code named: Spectre, he was the Operational Commander for the Deltan-Funded Makastan forces. He was there to provide security, and make his own presence in Makasta legitimate in the eyes of the world. His icey appearance a stark contrast from everyone else, as if his own powers wished to consume him. Spectre joined the entourage, walking with Ivan to meet with the ROM secret service, who guides them to the designated meeting place.
The Vic predent had been dreading this moment form the day the attack happened. An arstrike on a deltan airline brought up many nasty questions from the wrong sort of people. The door to the confrence room opened and Voilet looked to here right to see Quetz. As Odin Opened the door letting this Deltan War criminal into the room
"Greetings, Ivan was it? I as vice presdent of Makasta Welcome you whol heartly to our nation!"
"Yes, I'm Major Petrenko, head of the DBIS' foreign affairs division." he says. "You know why we are here, yes?" Spectre eyes Ivan without saying a word, his presence causing the room's heating to activate as it dips below the threshold temperature. These terrorists can't even pretend to show respect, addressing him by his first name, as if they had known each other for a long time?
"I'm- Aware of the situion yes. The plane that was shot down had deltan citizens aboard, s-somthing I assure you we are investigating, we will cacth the terrorists who did this act and bring them to justice"
Voilet seems tense while speaking hwever at the same Quetz seems oddly intrgued by the way "Major Petrenko" is speaking obvsering his every manuerism
Ivan takes his seat without being offered, setting his left hand down on the table. His normally glove adorned hands bare, save for a ring on his left hand.
"I share the sentiment, the death of Deltan men and women is not something we take lightly, many lost husbands, wives, friends and fiances in that attack." he says, doing his best not to put emphasis on fiance part. "I'm here to discuss your next course of action with the Empire. What are you going to do to keep the peace? I know you're at war now, and enemies are expensive."
"a-a-as I said in my last press confrence we are looking to hunt down these killers, I, Assure you w-we had nothign to do with the attack. We simple wish to have peace and dont wish to angery your empire or emperor. Our investigation into the attack is spear headed by Dr. Quetzalcoatl here. I'm sure they would l-love to awenser any questions you may have"
"I'm asking you. You're the one in charge, you're the big boss. What are YOU going to do to make this right? It was YOUR people who shot innocents out of the sky." Ivan doesn't even turn to look at Quetz, he keeps his gaze focused on Violet, he enjoys seeing her flinch and stutter. She'll pay for killing Yuri
"I-I-I,"
She freezes up trying to figure out the next words while Quetz takes charge of the conversation
"We have so far esblished a task force headed by me to investigate the attack. So far our work has fofund little in the way of soild evidecne but we belive we are on the right track with our most current lead. Once they are found a trial will be called for them and justice delvered, there is little more that our Vice presadent can do in this situion beyond what she has already done."
"What she can do is offer the people of DeltaSource the right to see justice done." Ivan still does not look at Quetz, maintaining eye contact with Violet. "She can hand over the investigation to us and allow us to find those responsible and let them go through our justice system. She can do the right thing and offer monetary aid to those she's indirectly caused to suffer."
Quetz keeps talking even as Voilet begins to regain her composere
"Justice through a fair trial! See we are on the same page. As for handing over the investagation, im afriad we cant do that. Large amounts of our own persinal are under investagation to find the rouges. Documents that if handed over to a forgin power makes them and there familly in an unccery risk. And the ithe idea for sen-"
"Quetz I can take it from here, Sending over military aid is not soemthing our small republic can handle right now. We are locked in a battle with the most evil goverment ever known to man. A goverment that just recently attacked and blew up a civillian train. A goverment I wouldnt be half surpised launched this attack simple to cause disorder. What you re asking us to do is simply to much for our nation to handle. But I assure you that the criminals will be brought to justice whoever they are."
She seems much mre confadent in herself but any look at here body launague reveils its just a farce. She is figiting and still has a stresed looked on her face
"So then how can it be a fair trial if not all evidence will be present? You're allowing this to go on behind your back? Allowing information to be hidden from the public? You're the acting president, and you're letting your investigators walk all over you. How much of the details do you actually know? An attack happens in your nation and when I come to discuss you direct me to him, you don't answer my questions, and you let him take over the conversation as well."
"The mnay fils we have colected are for any suspect, some already have been proven inocent others are still suspect. If those suspects tur-turn out to be innocent we do not wish for there privacy to be voilated. All requred evidence will be showed at the trial something I assure you of. As for the detials I'm very well of whats being investgated and the work that is being done. I directed you to him as I, as acting presadent have many other roles to fefill. Just earlier this day I was meating with paralament's majorty leader to decuss a new bill enterly unrelated to this investgation. Whille I keep myself in-involed with the investgation I do not have the time nor knowlegde to lead it myself. "
Ivan shakes his head "And yet when I spoke to the former President years ago he knew what happened in his nation. Perhaps he would be more willing to co-operate with a Deltan led investigation should he come back to power. We have no stakes in your war, but you give the Empire little choice but to begin to form opinions."
at the thought of a hoszt lead makasta it seems voilets entire demneier chnages she stops figiting and there is a gueune anger in here eyes as she stares down the major
"HA, You'd wish for that unstable pyco to be back in power? And risk for your nation to fall under his sick games? I assure you that is a route you do not wish to take. If you insist on helping the investagation im sure there are parts of it that will not comperise the seceurity of our people that your investgators could help with. Though I assue you, that we will find these killers and bring them to justice ourselves should that offer not be, 'helping you form opinions"
"I wish for nothing but justice to be served, and you have thus far proven incapable. You ha-"
As he speaks, a man bursts in, he makes eye contact wit Quetz before he notices the Deltans. "Something big happened with the base commander..is it a bad time?"
Ivan turns to look at him "On the contrary, we were just discussing him"
He looks to Quetz and Violet for an answer
"What is it? what happened! Are they on the run?!?"
"He's....dead. All evidence suggests suicide. We have a handwritten note from him, it looks like he attempted to poison himself before just putting a bullet in his head. His prints are on the gun, the ballistics match, and no struggle could be seen. The poison he used was too old to be effective, a relic from Hoszt's administration, though it appears he was desperate to end it in a painless way"
"DRAT, our lead suspect geos and kills himself UGHA, you mentioned a note, wh-what did it say?"
He hands quetz a paper
"Here's a photo copy, but he admits to guilt. It talks about how his disdain for the Deltan empire made him want to send a message. According to the note, he wanted to pin the blame on Hoszt but when that fell through, and he saw the strain he was putting on this nation, he decided to end it all."
Ivan looks at Quetz for the first time during the meeting, intrigued
quetz skims it over before sending the gaurd away with the flick of his wriest
"It appers we have our terrorist, motive is a bit unclear though. Rambleings about Hoszt and so on. I'll sned a team post haste to catch any other terroists before they have a chance to flee"
he gets up to take his exit being sure to take the copy of the note with him
Ivan doesn't stop him, waiting until Quetz leaves before continuing the conversation with Violet
"So this is how your system works?"
"I-I'm sorry? What?"
"You let justice slip through the cracks as you wait too long. It's been 4 days and you let him have enough freedom to kill himself"
