Supreme Councilor Otto walks to his office window. He unfolds the blinds and sets his suitcase on the floor next to his white and black accented table. He sighs and grabs a cigar and lights it. “Well, vacations over now. Time to get back to the grind.”

Otto sits down while keeping his cigar in his mouth. He rummages through his drawers for a moment “where is it….?!” He grabs something from a tiny drawer “ah here it is.” He sets it on his desk and looks at it. “Been waiting for this moment for a long time.” At the same time he is in a call meeting with the other 6 council members. “Yes, Councilman Andrews, the quota will be increased.”
He muted himself and cusses the council out.

It appears to be a button and he presses it. “And here we go…” the phone call suddenly ends and a shake is felt a few moments afterwards that decently rocks the building and Otto gets up to look out the window calmly. A massive cloud of smoke is seen in the distance. “Finally” Otto says as he rests his feet on the desk. “I am free of them.”

A guard knocks on the door “Senator Otto are you alright?! There was a bombing in the city. That was the shockwave we felt…” Otto holds his hand up “I know.” The guard stares at Otto for a moment and nods and closes the door and walks away.

Otto turns on the news and watches the Fire department fight the massive flames.

It is seemingly chaos as the FD fights the fires and people are coated off to safety. Otto locks his door with a button under his desk and calls his trusted General.

“General Kren. It has been done. I have contacted the news and have sent them the information of the other councilors who were being controlled by a spy. I have written to the courts to accept my request of granting me emergency powers for the time being…. Indefinitely. I will hear from them soon but until then, you have my approval to use the military as a police force. Good day”

In a DBIS Conference room, hazy bodycam footage is being projected to a bigger screen.

In a large helicopter over a remote island, two Deltan soldiers sit, rifles in hand, staring out the window. The rain sliding off the glass as lightning strikes in the distance. The soldier wearing the bodycam turns to his left, revealing a third soldier, four in total. He offers the soldier a cigarette but is declined, the soldiers across from him takes it gladly. A large thundercrack is heard as the copter shakes before stabilizing again.
"Check the cargo"
"Fine, you're doing it next time though."
"Whatever, just f*cking do it."
"I'm moving dammit!"
The soldier next to the one with the bodycam gets up and inspects something out of sight, returning shortly.
"Everything is fine, dunno what you're worried about."
"Well Kastov, considering we're supposed to be wearing gas masks, I'd like to know if we should be putting them on or not."
"Ah, so you care about your lungs enough to be afraid of some chemicals, but not smoke?"
"One is going to kill me now, the other is for pleasure, retard"
"Yeah, whatever."
"You're not even wearing your mask."
"And?"
"And, shut the f*ck up."
A bright flash and the helicopter lights flicker before going out.
"I swear to whatever go-"
the copter abruptly starts spinning, flinging the soldiers into the sliding door. The lens on the bodycam cracks, distorting the already low quality video. A hissing sound is heard as the pilots begin panicking. The soldiers struggle to put on their gas masks, and then suddenly the spinning comes to a halt as the copter crashes into the side of a cliff, erupting into flames, killing all aboard.

The presenter pauses it, turning to DBIS director Lev Pevtrenko
"This happened 10 hours ago. Dr Sokolov has requested immediate quarantine for the island."
"And what was the cargo?"
"He won't say. We know it's one of his projects, but he refuses to elaborate. He claims it would be beneficial to let him handle it, but with all due respect, he did lose it first."
"Send a recon team and figure out what it was, but keep it quiet, we're the only ones who will know about it."
"As you wish."
As the presenter walks out, Lev turns back to the screen. "What are you hiding from me Sokolov....you know I don't like secrets."
