Both you and them have to be in the World Assembly. If you are, then at the bottom of their nation page you'll see a button through which you endorse them
Edit: As far as I can tell you are not in the World Assembly, so that's probably the issue.

There's no conflict, at least as far as the SC goes. The resolution is getting crushed. It's a done deal, so sitting out the vote won't matter at this point.

I was looking at the Authoritarian world census report, and I stumbled upon a nation called Aryax. May I ask, how does one achieve such beautiful stats? Whenever I try to increase my economy, my civil rights or political freedom increases too, and it's quite annoying. Mind giving some advice? :)

Sure!

Frist off, I'd like to clarify that Aryax is built from scratch over many (>20) failed attempts and with particular stat goals in mind (max Authoritarianism, very high Ideological Radicality). Experience has helped me a lot in memoriing and learning which issues have which effects to select only the desirable outcomes I want. Finally, I use a certain site to check for stat effects to prevent them from harming the nation:
