Why? Because everyone else in the running either (a) doesn't want to be HomeSec, (b) isn't confident enough to volunteer and thus has already proven themselves too timid for such a role, (c) doubts their ability and my last point applies, or (d) is a putz!

Either way, IA most likely won't pick someone that isn't in the WA. Also I highly doubt nov will give up his delegate position to be a home sec
