That's my point. There is literally Zero incentive for any nations to participate in the WA if they want to do a "evil empire" or "Capitalist Dystopia" or any other type of nation that isn't just "Goodplacetolivewithzeroproblemshappeningoutsideissuessever-ia" since most of the proposals are reasonable things that make the world better. That is boring. At the very, bare, minimum, at least have a halloween event where people can/have to submit stuff like "Recognizing the legitimacy of native religions and practices irregardless to size" but when you actually read the document, it's just 1000 words on how baby sacrifice is a legitimate practice. Or ones that are "The Morality of condemning children to genetic disabilities" and have people vote on whether vat people should be a thing. This is a game/simulation where you can have thousands of nukes, have a official policy that's "Kill everyone we meet with bio weapons and drones" yet the WA is boring and mundane as hell.

And participating in the WA is optional. If playing the bad guy is your jam, then the Security Council is the place to be. You can raid regions and get recognized for the damage you do. Sure the same cannot be said of the General Assembly but it's not supposed to be bad.

Well what if you do both?

And most of the time you will not be the Delegate, i.e the person who is in charge. The other interesting thing is how the hell this fictional WA will force their will on others. What will happen if you decide not to obey? You will be ejected. Nothing more, I think.

Depends on which region you're in and how it determines who the delegate is; democratic elections (like we do here), appointed by the founder (also very common), etc.

No joke, I honestly don't think I'd run competently. I don't have any leadership skills, I don't work with others very well, and I just don't think I have the drive to push any major changes to the region administratively or legally. I could go on about how I'd mess up the delegacy and probably be forgotten as a mediocre ruler, but the main point is this: I'd try my best for the interim of the delegacy, but it doesn't mean I'll be the best.
