So, anyway, I came up with a new proposal. Does anybody like it?
Acknowledging that natural and man-made disasters occur everyday and sometimes without warning,
Realizing that children in some countries may not be properly educated on disaster preparedness,
The World Assembly hereby adheres to disaster education guidelines.
Section I: Active Shooter
An active shooter is defined as a person who is currently wielding a deadly weapon against a group of people.
Active shooter preparedness as mandated by this resolution will be monthly 'lockdown' drills where children are locked inside their classrooms and remain unheard and unseen until the 'threat' is eliminated (this will also be implemented during an actual threat), the teaching of 'Run, Hide, Fight,' and the training of teachers proper self-defense techniques. Students in hallways and bathrooms will find the nearest classroom and hide in it. 'Run, Hide, Fight,' means the following: Run away if you can, Hide if you must, and Fight as a last resort.
Section II: Evacuation
A school or other institution will be evacuated if only there is sufficient need to, such as impending chemical contamination, impending natural disaster, a bomb threat, or other disaster dictated by the local police force. Need an evacuation occur, students will place their hands on each the shoulders of those in front of them and walk in a line to the place of reconciliation. The place of reconciliation will be determined by local police and be announced during the evacuation. Evacuation drills will happen quarterly, using the same method as a real emergency. When the location is arrived at, teachers will take attendance.
Section III: Fire
Should a fire emergency occur, students will evacuate a sufficient forty to fifty meters (131-164 feet) from the building in an orderly fashion. Teachers will take attendance when the distance requirement is met. The same course of action will occur in monthly drills. Schools and other institutions are hereby required to have working fire alarms.
Section IV: Earthquake
Should an earthquake emergency occur, students will hide under their desks or other solid surfaces, covering their neck, head, and chest. The same procedures will take place in a monthly drill. When the emergency is over, the teacher will check the room for structural damage and dangerous situations, such as falling rubble and broken glass. Students will remain under their desks until local authorities retrieve them. Students in hallways and bathrooms will find the closest class and hide in it.
Section V: Floods
Should a flood be impending, the first course of action is to move to the second floor or roof of a school or institution in an orderly fashion. If the building has no roof access or second floor, the next course of action will be to find high ground surrounding the building. If there is no high ground, roof access, or second floor, the final resort will be to climb atop shelves and tall appliances. The same procedures will be practiced during a quarterly flood drill. Teachers will take attendance when a safe place is reached.
Section VI: Area-Specific Disasters
Guidelines on area-specific disasters (volcanoes, tsunamis, tornadoes, etc.) may be implemented by a nation's education board. Drills for these disasters will be set by the board as well
Nations are obliged to follow these guidelines. These guidelines may be implemented, but are not forced to be, in other places such as hospitals and offices.
