The Lyoan government made an offer to the 500 Sequoyan troops imprisoned in Lyoa since the Second Civil War. The offer was: swear loyalty to the Reorganized Constitutional Government of the Republic of Sequoyah and fight alongside COMISEQ for democracy in Sequoyah or remain in prison indefinitely. For many of the soldiers, the choice was clear: join the RCGRS, although others refused, not willing to turn their guns on their own country. Three-hundred of the five-hundred prisoners agreed, and they would form what would become the Reorganized Sequoyan Armed Forces, to fight for the collaborationist regime established by CODECO.

The soldiers boarded aircraft bound for Southern Creeperopolis alongside around 100 Lyoan military personnel assigned to assist the creation of the new army.
