Well, I believe Hora was right in this case.

At first he had all the right to revolt if he wasn't content with being rule by another power, and Wires did went crazy at some point while having a civil war. Then Hora in the end did something wrong by actually doing the same thing.

But I will support Hora next time anyway, what Wires is doing is unacceptable for me
