Upon Supreme Emperor Solomon's orders, hundreds of thousands of naval mines have been set up around the waters of Yugobatania. He has also put in place a policy of unrestricted submarine warfare. Any non-Yugobatanian vessels will be sunk by Yugobatanian submarines without warning. He sends this to all nations involved in the war...perhaps as a warning...or as a threat.
