What’s going on with Rothaland’s Reichskommisariat?

I plan on recruiting people from Rothaland and the Reich who support Hilda or Rikkard. They will mainly be used as bodyguards. I would assumed most of the Reichskommissariat troops of the Reichskommissariat-Rothland would stay loyal with whomever the Reich tells them to. But, some may stay true to Astrid.
