In order to carry out the policy of deportation as humanely as possible, and in order to provide positive justice to the deported, the OSEAN Central Administration orders the government of Ecumenopolis to perform the following:

1. A sum of 2000 OSU per head is to be paid to the deported persons

2. The remaining assets of the deported persons in Ecumenopolis are to be liquidated and the proceeds divided amongst the deported to be paid in increments of five percent of the value every month for twenty months

3. The amount allowed to be withdrawn from Ecumenopolian banks by the deported persons shall not exceed 300 OSU per instance of withdrawal

4. The government of Ecumenopolis shall pay for the above and the organization of the above through any method excepting the raising of taxes.
