In times there has been a need for one alliance to seek out friendship and partnership with another for the betterment and prosperity of another. It has come to a time like this where the recent organization known as the “Union of Terra Clypeus” was seen not as a rival, or an enemy; but rather as a friend. As such, the Organization of Strategic and Economically Aligned Nations creates this proposition for not one of making amends or inciting demands, but rather for starting mutual partnership and prosperity for both organizations. With that, the Organization of Strategic and Economically Aligned Nations- hereby to be referred to by it’s acronym: OSEAN- reaches out to the Union of Terra Clypeus- to hence be referred to as the UTC- with the following intentions:
-To be given mutual economic partnership,
-To ensure Non-Aggression and mutual military gains,
-To ensure Governmental collaboration.
All of the following will be explained in full details below.
To ensure mutual economic partnership, OSEAN relies on the OSU for an established single market, and with it the organization places tariffs on any trade deals being made with non-OSEAN nations. As such OSEAN hereby decrees that the UTC will be exempt from said tariffs, and in exchange the OSEAN Common Customs Tariffs will be extended to cover the UTC. With this, UTC members will have access to the OSU Standard Market and may purchase materials from any OSEAN member without a price markup, ensuring that the alliance members are not handicapped for resources by an otherwise isolated market. Secondly, OSEAN agrees to lend no more than 75% of all tariff generated revenue from the extended OSEAN Common Customs Tariffs back into the hands of the UTC, which is vital for ensuring that the respective Governments of the organization’s members will be able to properly insert the flowback into their own budgets, or their own pockets if that is what they choose. Thirdly, as to help offset what may otherwise be less customers, both OSEAN and the UTC agree that there will be no regular corporate bans. That any corporation in either alliance, can, if they follow local laws and regulations, be permitted to open up in the UTC and OSEAN respectively.
To ensure Non-Aggression, and other acts of violence between each respective party. A 10 year Non-Aggression Pact is to be agreed upon by this treaty. It should be stipulated that any nation violating this Non-Aggression Pact is subject to immediate termination from the host alliance, and will be subjected to the punishment of the aggravated faction. Only after said punishment has been delivered will the offender be allowed back into their host alliance unless told otherwise per the offender’s personal surrender treaty. To ensure mutual military gains, OSEAN will permit the selling of military grade weaponry from the OSEAN Armed Forces to the UTC upon request. In return, the UTC permits OSEAN to likewise purchase any equipment used by the UTC and it’s affiliates. In order to prevent unnecessary conclusions, OSEAN would like to state that under no circumstances is this article to allow OSEAN (and hence OAF) Soldiers into UTC territory without prior consent, with the same being applied to the UTC. Transactions may only consist of military grade hardware, and neither the OAF, OSEAN, or the UTC directly cooperate in any military affairs unless authorized in a different article.
To ensure Governmental cooperation, while seeming negative, implies that the OSEAN Government is hereby allowed to diplomatically cooperate with the Government of the UTC in any future events should both parties be willing. It also authorizes a mutual act of cooperation to ensure that these prior given arrangements be worked out in full, to be moderated by OSEAN HC and then verified and negotiated by the UTC. In order no circumstances does this permit OSEAN High Command from making demands from the UTC, nor does it allow OSEAN High Command to incite and create future articles that influence the UTC without the consent of the respective party.
To clarify, the purpose of this Treaty is to incite economical collaboration between both parties, to ensure a mutual non-aggression and an open market to be able to acquire military hardware from the respective alliances. As well as to ensure a mutual cooperation between the executive authorities of each alliance in future endeavours going forward. Any and all portions of this Treaty are open for negotiations, and it is encouraged that any issue with this Treaty be brought up for negotiation rather than outright rejection. Once/If all issues are resolved, and both parties find themselves willing to sign this documentation, it will immediately enter effect once both parties agree to sign and legalize this treaty.
