Well, sure. Look at their admin. It starts with the Chief Executive but a bunch of other people are involved as well. But note that those choices are debated and decided on our forums.

Don't be so sure. If you have an idea you would like to propose, you can make suggestions to the CE, the Delegate or Vice Delegate. On the forum you can include them in one message. They might like your notion, they might not, but these are reasonable people who will listen.
Or, an easier path, you could suggest your idea on their RMB to get a quick public response.

Oh don't worry, I will propose it anyways just so I can say I tried. Point is I have a bunch of puppet accounts, and intended them for roleplay in ATA... but the rules say that I can't do that unless they are like terrorist groups or something. So I thought I would compensate by only having the accounts be active in RP when I develop their factbooks and such enough. I highly doubt it will work though... And I think I'll be stuck with them.
