Zaberaz hapang, I think ATA RP has begun to be significantly staler with larger pacts which small nations are immediately sucked into. Not sure what we should do about it, but there's near nothing to do with other nations these days.

OOC: It's also that despite his good intentions with the 2 new planets, smaller nations failed to get any colonies on them. So despite the harsher rules for big nations, it's still hard enough for them. ZH has some work to do (alone if he doesn't hire a deputy) to reform all of this.
