Back in the day, I had over 200 WA puppets in various regions of the game. Now that I only have one WA nation, that resource is used to maintain a delegate in another region. I never had one in this region (founded May 2013), ever.
As for who is delegate, I really don't pay any attention to that. The delegate does not have access to region controls here anyway.
Moving the flag to the Assembly of Gentlemen before April First, just in case it is required for whatever event the gam plans.
The alliance has now finished shuffling around puppets for the time being.
