But Sudanese pride has been hurt, and we both know what happens when pride is hurt. GERMANY'S SILENT PRESENCE IN CHAD - A typical trait of Scheffner's German Foreign Policy

N'djamina - Germany's style of foreign policy has been often vastly opposed to its neighbours especially France or Spain. Some call it silent diplomacy or silent foreign policy, whereby actions of Germany are done with little voice but with much effectiveness.

Since the start of Operation SASKIA, the German army has increased its force from 1500 at the start to 3400 troops with the progress of the PGC. But how did the PGC, of which its armed forced, the NRA was created, became so efficient ?

When General Berthold came to Chad, his expectations were that his training program would fail immediately. The massacre of Galo and the NRA small rebellion was going to prove his point couple months later. Despite this however, the training programs became vastly followed from a small contingent of 700 professionals to 10 000 and more.

Camp LINDER became the laboratory of a new highly professional and trained Chad army. The tactics employed ressemble greatly of those of the Bundeswehr.

But behind the military aspect, Germany made the bet on the governmental and administrative reform to bring back a new base for the Chadian state.

Couple months after Saskia, the newly made Prefecture of N'djamina started proposing reforms and changes to the administrative system of Chad and already making plans for the future. One essential element was to fight against corruption of public officials/agents. Whereas salaries would be hardly received by public agents, they are now received at a 78% rate on time. This has "vastly contributed to a reduction of acceptance of bribes and other advantages" says Oberprefäkt Ionas Kill.

The Administrative reform started by a program called DATA 23 in which German and Chad officials gathered data on everything, including health, income, bank, housing, education etc in order to gain a broader view of the situation. Banking seemed to be a huge difficulty for Chad.

"An essential element for a State is tax collection and money protection. We deemed that to make a good basis for Chad, every citizen would have the right for a bank account for free"

This was not without difficulty and reticence at first. But slowly, the advantages of a bank account seemed apparent and clear. Accountability was slowly coming back in a country that had lost the numbers. Yet, tax collection remains a difficulty. A lot Chadians were not used to be faced with a return of bureaucracy that in fact did work.

Those are examples of German presence which is hard to grasp but quite real for the common citizen. The streets still show German Military Police training with Chadian police to perform road checks and security checks in a way that now respects a codified and lawful procedure.

"There is no country without a trust for public authority" said General Berthold in an interview for the Chadian newly made channel TELEVISION NATIONALE DU CHAD (TNC).

So what is next for Germany ? The work seems to be endless. What Scheffner called "an endless construction site" seems to be exactly what it is. But Operation Saskia was there only to bring a strong basis, not to be a parent of a country of Africa that needs its independence and emancipation.

The fiasco of Galo and the rebellion has proven that Germany needs a harder military stance in order to bring its operation into success.

Germany has indeed created a better government with a strong administrative system that is slowly gaining trust of the people. If people trust the PGC, then slowly an entire nation will gather under this side where the rule of law is a reality.

But this could be ruined by lack of determination from Scheffner to maintain strong military pressure on its NRA trained forces that it trained itself. For that, Germany needs to press harder on discipline even if it means using force...

      ISF HIJACKS PASSENGER CRUISE LINER SOUTH OF THE RIAU ISLANDS, INDONESIAN NAVY DEPLOYS 2ND MARINE FLEET AND EXECUTES OPERATION EMANCIPATION

    In the early hours of December 4, 2023, an Indonesian cruise liner by the name of Oceanis sailed through the dark and calm seas south of the Riau Islands, the site of a new, in-development Indonesian naval base. The cruise liner sailed silently until the break of dawn, when shots were fired on the bridge. Security officers moved to the bridge, but additional shots were fired and the awakened passengers and staff realized the worst. The ship had left the Malayan port of Putrajaya with 150 security officers on board, but 70 departed via military helicopter after news of a hijacked yacht 19 kilometers southwest reached the ship. The additional security was applied onto the cruise liner because of rumors of ISF piracy activities in the South China Sea. At approximately 8:02AM local time, the last transmission from the liner was received, stating 'MAYDAY, MAYDAY. BRIDGE COMPROMISED'. The Riau airport received the transmission, and dispatched 3 F-16 Fighting Falcons stationed at the airport. The Pearl Fleet, which was 512 kilometers northwest, was also alerted but reported they could not respond. An hour later, the 3 F-16 jets arrived at the position of the cruise liner, and found it quiet, with all the lights off. The fighters attempted multiple times to contact the crew but failed. The air squadron circled around and returned to Riau airport, where they reported their observations. The situation was reported to Navy Command in Denpasar, and the 2nd Marine Fleet, stationed southeast of the cruise liner at Pontianak, was deployed immediately. Four days later on December 8, the fleet arrived and surrounded the cruise liner. Multiple warnings were transmitted, and a warning shot was fired into the air, but to no avail. 39 naval marines approached the cruise liner using the 3 Bell 412 assault and transport helicopters, with an additional 17 using speedboats. The marines hoisted down onto the rear platform and engaged two ISF insurgents on the upper deck, confirming the ISF presence on the ship. Reinforcements were called for and an additional 55 troops departed a nearby destroyer onboard speedboats. The previous 17 arrived and climbed the side, using a ladder thrown down by the marines. By noon, the ship was declared clear with 2 marine casualties and 37 ISF casualties, with no civilian deaths. Four civilians were injured, but are recovering aboard an Indonesian naval cruiser. The Navy Command labelled the mission as 'Operation Emancipation', and the 2nd Marine Fleet escorted the cruise liner Oceanis back to Pontianak.

        INDONESIA, JAPAN SIGNS $350 MILLION USD AGREEMENT TO LAUNCH HORIZON LUNAR LANDER AND ROVER (HLLR) MISSION ABOARD JAPANESE HII-A LAUNCH VEHICLE

      The Indonesian government has signed a $350 million USD agreement with the Japanese Aerospace Exploration Agency (JAXA) and the Japanese government to launch the Indonesian Horizon Lunar Lander and Rover (HLLR) mission aboard a top-of-the-line HII-A launch vehicle from the Tanegashima Space Center in Japan. The Horizon LLR mission plans to land a rover and a lander on the Lunar South Pole, wherein the lander will collect, but not return, water ice samples and transform it from water ice to water to oxygen. The test will attempt to prove the possibility of transforming water ice, which is in abundance in the Lunar South Pole, into breathable oxygen. This will allow future Lunar outposts and bases to be more self-sustainable, increasing safety and scientific harvest, while also reducing total costs by bringing down the weight of supplies needed to be launched to the Moon. The $350 million USD agreement includes payment for transportation, integration, physical and technical testing, as well as rollout, fuel, and launch costs. The agreement also covers the payment for the fuel and use of a Japanese trans-lunar transfer stage, which will perform the Trans-Lunar Injection (TLI), a manouver that will place the spacecraft on a course to the Moon. The HLLR mission will launch aboard a JAXA HII-A launch vehicle from the Tanegashima Space Center in November 2024.

          LA PLATA LAUNCHES ITS FIRST WAVE OF SPOTN CONSTELLATION MICRO-SATTELITES WITH ITS FIRST REUSABLE ROCKETS

        | 30KM FROM CÓRDOBA/CENTRO ESPACIAL TEOFILO TABANERA (CETT) — Wow! I never had such good signal! Buenos Aires now benefits, along with other majors cities like Santiago, Asuncion or Montevideo among others, of the newly available 5G!

        Indeed, La Plata developed strategic partnerships with China for the development of 5G, but it also had technological sharing and partnerships with other high-tech leaders of the world, which helped the development of the SPOTN technology and array of satellites.

        It all started as a military project, which rapidly evolved into civilian subsidiaries, funded by CTRB with the support of the private sector, like Araucanian Electronics. What we see today is the pinnacle of La Plata’s space and rocketry technology.

        Indeed, in the past, we have seen development of larger rockets as the Tronador I to Tronador III rockets (and their military counterparts) which helped us develop our own space exploration program, which grew in strategic importance with Mandrake’s support.

        The surprising part of this new launch is that it was, first, made with our own reusable rockets for less than $500,000 the launch, compared to multimillions per launch from other offers. The second surprise comes from the fact that this new rocket, Adventura-I, comes from the private sector, which breaks the government monopoly and offers cheaper alternatives. Moreover, it allows us to develop an industry that could export its technology, in opposition to our State-owned LPSA (La Plata Space Agency) and the Comisión Nacional de Actividades Espaciales (CONAE).

        But, the most surprising thing is the fact that it comes from a start-up that is 100% Platinan, with its headquarters in Argentina. This new private start-up, named TLON Space, is surely promising in the development of our space program by bringing fresh ideas and innovation. It is rumoured they have the backing of the Consortium of InterService Research of Argentina and Chile (CISRAC), our military-industrial complex, despite not being part of it. Indeed, space exploration, along with development of rocketry, are both strategic interests for our military sphere.

        This first wave, at a fraction of the cost we would pay with conventional launches, is only the first of many!

        The SPOTN Constellation is part of the Horizonte 2030 plan to offer easier access to medias whilst being greener.|

          ISF HIJACKS PASSENGER CRUISE LINER SOUTH OF THE RIAU ISLANDS, INDONESIAN NAVY DEPLOYS 2ND MARINE FLEET AND EXECUTES OPERATION EMANCIPATION

        In the early hours of December 4, 2023, an Indonesian cruise liner by the name of Oceanis sailed through the dark and calm seas south of the Riau Islands, the site of a new, in-development Indonesian naval base. The cruise liner sailed silently until the break of dawn, when shots were fired on the bridge. Security officers moved to the bridge, but additional shots were fired and the awakened passengers and staff realized the worst. The ship had left the Malayan port of Putrajaya with 150 security officers on board, but 70 departed via military helicopter after news of a hijacked yacht 19 kilometers southwest reached the ship. The additional security was applied onto the cruise liner because of rumors of ISF piracy activities in the South China Sea. At approximately 8:02AM local time, the last transmission from the liner was received, stating 'MAYDAY, MAYDAY. BRIDGE COMPROMISED'. The Riau airport received the transmission, and dispatched 3 F-16 Fighting Falcons stationed at the airport. The Pearl Fleet, which was 512 kilometers northwest, was also alerted but reported they could not respond. An hour later, the 3 F-16 jets arrived at the position of the cruise liner, and found it quiet, with all the lights off. The fighters attempted multiple times to contact the crew but failed. The air squadron circled around and returned to Riau airport, where they reported their observations. The situation was reported to Navy Command in Denpasar, and the 2nd Marine Fleet, stationed southeast of the cruise liner at Pontianak, was deployed immediately. Four days later on December 8, the fleet arrived and surrounded the cruise liner. Multiple warnings were transmitted, and a warning shot was fired into the air, but to no avail. 39 naval marines approached the cruise liner using the 3 Bell 412 assault and transport helicopters, with an additional 17 using speedboats. The marines hoisted down onto the rear platform and engaged two ISF insurgents on the upper deck, confirming the ISF presence on the ship. Reinforcements were called for and an additional 55 troops departed a nearby destroyer onboard speedboats. The previous 17 arrived and climbed the side, using a ladder thrown down by the marines. By noon, the ship was declared clear with 2 marine casualties and 37 ISF casualties, with no civilian deaths. Four civilians were injured, but are recovering aboard an Indonesian naval cruiser. The Navy Command labelled the mission as 'Operation Emancipation', and the 2nd Marine Fleet escorted the cruise liner Oceanis back to Pontianak.

            ACTING DEFENSE MINISTER ERNST JANSEN ANNOUNCES FINANCIAL RESTRICTIONS ON MILITARY EXPENDITURE, CITING THE LAUNCHING OF LIMITED OPERATIONS AGAINST ISF

          At his first press conference since his resignation as Prime Minister, Acting Defense Minister Ernst Jansen announced financial restrictions on Indonesian military expenditure, citing the launching of limited anti-terrorism operations against the ISF. Jansen's radical approach to leading the Indonesian military has caused controversy, especially with his recent approval of the construction of 15 new military installations all over the nation, 5 of which are new naval ports. Acting Defense Minister Jansen announced that 'all forms of military expenditure excluding military operations and operations costs shall not go over $1 billion USD'. The new announcement, which the Chancellery refuses to oppose or veto, threatens the government's interest in purchasing V-22 Osprey aircraft from the United States. However, Vice Chancellor Joko Widodo stated the country remains interested in purchasing Osprey aircraft for the price listed by the Ministry of Defense. Progressive politicians have criticized Jansen's conservative approach to military expenditure, claiming Prabowo Subianto's aggressive spending approach yielded more results. Jansen, who has apparently hardened his view of critics, retaliated by suggesting he would lower the restrictions to no more than $950 million USD. Ernst Jansen's return to politics has been received with mixed views, but the Chancellery has stated they're 'joyous to have him back'.
