No? The one with the Liang didn't have any soldiers to speak of, only clerics who then armed themselves. The one in Wooloos was 100% soldiers though.

Basically, any "punishment" sanctuaries will have soldiers, and any "deal" sanctuaries would not.

Correct, all of my allies have an immediate, direct line with the Custodian through the sanctuaries. The Church never uses standard embassy buildings for its diplomats.

They regularly receive deliveries from Oranscric transports, but scarcely. Clerics oftentimes do not eat or drink, and instead ingest mar in order to suppress such needs until later on.
