On another note – 
While I normally don't advocate for repeals in any lawmaking medium (you already know this, I'm a progressive), whether it be the WA, Regional General Assembly, Union of Nations, etc., the evidence in this case is too great to ignore.

Therefore, I propose General Assembly Resolution #13: "Repeal: 'Joining the Evergreen Pact'". The reasons are stated in the proposal. It will be inserted into the GA docket following proposals #11 and #12.

With the new Jordanian diaspora, Berland's population has reached 7.62 million, a 317.5% increase. With 7.52 million available troops, 6 million troops will be put on reserve.

We cannot support the general assembly resolution as we do not have the resources to provide rehabilitation to all drug addicts. We are sure this is a problem other nations face.

I've already discussed this with both of you before.

This isn't a matter of how many people Berland decides to conscript or put on reserve. Even if most of the country is still on reserve – what if they go to war? What if they're invaded? Is the entire country going to take up arms? Who's going to supply that war, run the farms, work in the factories, etc?

Also, that remains a question even if they don't go to war. By 1945, the US had 15-16 million people enlist in WWII, which *only* accounted for 11% of the total population (140 million). You're suggesting that Berland can pull off having nearly 20% of their population be in the active military. That isn't normal for good reason, especially for their nation, which is presumably not as industrialized as other larger ones. Based on what I know of Berlandies history, it seems that the nation has gone to war quite often, which would require substantial economic development, production, and labor to support a modernized military.

Unless their military has pre-20th century tech or something like that, I really don't know how the means of production would be able to catch up.

I see what you mean. Most WA nations vote against proposals that have potentially high costs.

Even if the costs are "high," however, I still think the trade-off is worth it to better integrate people back into society via rehabilitation.

OOC: I would let Tharein argue his own point, but I have to say, look at North Korea now. Plus, most of their planes are Supermarine Spitfires... seriously. That is definitely 20th century tech. When all new tech is imports from Electorate armaments, it is not like they need a ton of industrial workers. It's also not like everyone is always engaged in military activity.

After a short two-day existence, the Despotate of Kuwait ceased to exist as all Electoratean troops withdrew to the Electorate. The capital of the former Despotate was occupied by New sistonian forces soon thereafter.

Emperor Charles stated, "My primary duty is to you, my people. If I have to let a little land and a little ego go to live that duty, I can certainly manage it."

Over 50,000 schoolchildren in the first eight grades toured Riverdale Castle, the massive fortress in which the Emperor resides. The castle is known for its guns which can fire shells with a blast up to 1 ton of trinitrotoluene and an accident in which a helicopter crashed into the campanile.

This isn’t the greatest comparison. I see what you’re saying, but North Korea has 25 million people while Berland has 7.5.

At this point, Berland should just increase their population and I’ll be happy. Because I want this resolved.

Even if they were in-exile, the payment would only matter if they were in power. Unless you just take over the territory yourself, in which case what you purchased would matter even less.
