STEP One: Getting Oriented
Summary
Welcome to the East Pacific! We are one of the oldest regions out there, with 20 years of experience. We have a lot to offer, including two current tech roleplays and an accessible legislature and executive.
You are reading STEP, The East's guide to NationStates. Each dispatch contains a summary and then more detailed explanations, including screenshots and detailed insights from our experienced players. If you're new, we recommend reading every dispatch in order, but you can also read them independently of one another.
You have either been founded in a frontier or a feeder, two types of regions which accept new nations. If you find yourself in the East Pacific, please read this guide! If you aren't in the East Pacific, go to The East Pacific and scroll down until you see "Move [YOUR NATION] to the East Pacific."
You'll be seeing a lot of recruitment Telegrams, which can get spammy and annoying pretty quickly. To disable recruitment telegrams, head to Settings > Telegrams > Preferences > Block All under "Recruitment".
Nations receive issues once every six hours. Some issues spawn card packs, which contain cards ranked by rarity that you can retain, trade or sell.

Introduction
Hello and welcome to NationStates, and the East Pacific. You are currently reading STEP, our guide designed to get you jump started in the game. If you're like other newbies, you'll probably have many questions about how everything works. This guide, lovingly written by our hospitality team, is designed to answer all of your questions, and more. If you want to get a quick summary of things and then get launched into things, you will get the jist of things by reading the summaries on top of these dispatches, however our dispatches aim to be short and accessible while also going into enough detail, so we recommend you read them in full.
If you have any questions, we have multiple government members that are willing to answer them! Feel free to ask on the regional message board, or telegram our Delegate, they will be happy to answer any question you might have!
About Us: The East Pacific
The East Pacific is one of five feeder regions who share fifty percent of all new spawns, with the other fifty percent going to frontiers, regions founded by users which also accept new nations, trading guaranteed security for the privilege. If you've let your nation go inactive and Cease to Exist, and then logged back in, you have likely spawned in one of three restorer regions, which are designed to rehabilitate nations that have returned after a brief period of absence.
If you're reading this, it is likely that you have been founded in the East Pacific, however, if you haven't you are still more than welcome to join, and we would love to have you on board. To move, you should go to the East Pacific's regional page, scroll down until you see the Move [YOUR NATION] to the East Pacific and then click on it.
The East Pacific is an active democracy, and participation can be enjoyed by all that seek to contribute in good faith. If you're interested in joining, STEPs Three onwards will take you through applying to the East Pacific.
Telegrams
Many regions send you automated recruitment telegrams in an attempt to get you to join their region. There are a lot of these, and it can get spammy and overwhelming fast. Thankfully, NationStates has given you a way to block Telegrams you don't want. To do this, you need to click on the settings button, which is usually found in the top bar of the page.
If you then scroll down to telegrams and go to preferences, you'll see a grid which looks something like this:
Our recommended settings are as follows, however, you are free to choose whatever you want. "Allow Some" occasionally allows telegrams in, and "Allow Most" blocks some. If you click the "block all" for recruitment, your nation will stop receiving the large volume of recruitment telegrams. Keep in mind that your inbox can only hold twenty telegrams.
Issues and Cards
Issues are problems that you need to handle, and they impact your nations statistics and rankings abroad. Initially you get a higher rate of issues like normal, however, once you've played the game for a while, you only get one issue every six hours. As long as you abide by general decorum, the East Pacific does not penalise you for the way you answer issues - we're a big community, and your type of nation reflects that.
There is no "correct" way to answer issues, only the way that you want to. Every issue changes your statistics, and some might change your national policy. If you want to, there are websites such as this one that give you the general trend in issue outcomes, however using these aren't necessary and you should only do it if you find it fun!
Issues sometimes generate cards. Cards are minted irregularly and are a snapshot of a nation, divided into various classes of rarity, from common to legendary. Cards can be bought, sold and traded on the market.

Christian Hart is pushed into the back of an armored truck. Jacinta is already seated on one of the benches inside, chained to the wall and floor by cuffs attached to her wrists and ankles. Hart is bound the same way as well, and is shackled directly opposite of Eleanor.

Both of them are headed to the nation's Supreme Court in Dalesburg, where the "trial of the Century" is due to begin. Today, they are just going to provide opening statements, and nothing more. Or at least that's what they've been told.

The truck shudders and lurches to life and begins to drive through the drab streets of Dalesburg. Even months after the riots and the Autumn of Terror, the city is still in shambles. What was once a beautiful city, is now a crime-infested and grey-black concrete cemetery thanks to the transgressions of Jacinta and Christian.

And for what?

What was all of this suffering and blood amounting to in the end?

As they drive, Hart looks out of the slats of the truck and can see his indelible mark on Westmorian society. In the streets, people beg and cry. Sewage systems are so backed up that human waste now flows out of street drains. Children are mugging people old and young to survive in this hellish landscape they once called their home.

People boo and jeer at the truck as it drives through the city. They know who's inside it. The wrecker of so many lives is now getting his comeuppance. The public enemies of the state are now finally bound to the fate they deserved from the very start.

I gave these people a prosperous future, and they spit at me? Fu*king ingrates.

The truck comes to a stop at a junction, and waits for the traffic light to turn green.

But it never will.

All of a sudden, the truck is rammed forward into oncoming traffic. It collides with multiple cars, crushing drivers and taking the full brunt of the impact to its engine and side panels. A final collision knocks it over onto its side, and with that, the truck comes crashing down onto the road with a resounding crash of metal on asphalt.

...

The driver who caused the truck to crash steps out of his vehicle, with a lighter in hand. People in the wreckage moan and groan as they try to escape their damaged cars. He walks past these crumpled vehicles, thinking nothing of their pain or hardship, never stopping once to look at them or acknowledge their cries for help.

There is a potent smell of spilled gas in the air. The rolled truck is leaking a whole lot of it onto the road.

He approaches the damaged truck, and without a second thought drops the lighter onto the gasoline pool the truck has created. With a fiery explosion of orange and white, the gas and truck catch fire, and before anyone can realise, the broken fuel tank catches fire, combusts and destroys everything and everyone inside.

The lone killer walks onto the pavement as smoke and fire rises into the sky, and as the screams and pain of a thousand souls are released in the ensuing flames of Hell. The driver then turns around, and looks at the orgy of molten white metal and charred bodies. In a thick Deltan accent, the driver says, "Αντίο, Χαρτ," and then dons a mask before running off into the crowd of panicked and horrified civilians.

Inside the truck, in his dying moments, Christian Hart looks out of the broken truck and stares into the sky.

A brilliant burst of sunlight shoots through the clouds and shines upon him.

The sky is so, so blue.

Parker Hennington was a curious figure within New Westmore at this point. The Metropolitan of Dalesburg, he was certainly unshamefully Southern Yastreovakian Natin Orthodox in both affiliation and beliefs, upholding his opinions upon others that homosexuality was sinful and should be resisted, that genetics determined gender, and that 'Nonite' was false identity because all non-humans were actually human. He had a reputation for clashing with many left-wingers and LGBTQ activists in debates where he served as a strong yet radical debater, though even recently he had begun to perform these activities less now that the One Republic was getting farther and farther in the past. The Church of the Demetric had arrived to New Westmore out of seemingly nowhere during that era and didn't have a particularly strong position as a conservative church now that more egalitarian beliefs were sweeping back into the country. However, despite these shortcomings, he was still determined to make his speech to a small but still acceptable crowd of individuals in order to make a statement about recent events, which was presumed to be the position of the Church on the matter. Video was recorded to be posted on social media and a few online websites.
He came quite simply, in his more plain clothing rather than the nominal aristocracy that a metropolitan archbishop would normally have while still making sure he was, indeed, a priest. In that he walked quite simply to the podium. As the people fell silent he looked upon them for a moment, not daggering but pondering them in a full sweep of his vision. Then, he spoke.

"Justice is the fundamental principle on which all societies rest. A government, and all rights afforded to that government, exist in the belief that said government will perform all of its ability to ensure that justice reigns across a land. In the establishment and protection of that justice we have promulgated many institutions which are to uphold justice. Our fine men in blue protect us from thugs and gangs who wish to rob and kill us. Our courts ensure that people may be able to seek compensation for their injuries from false laws or wicked individuals. Our prisons contain individuals so that they may not be a harm to our society. These institutions work like clockwork to ensure that our society is safe, just, and secure. And, I sure hope it so, that people like themselves a harmonious society."

"These institutions, when properly tuned, have allowed to enjoy a great standard of living. In the past we lived in a society where a man could easily get a job at our plentiful industrial factories. They could find a good woman to live with, only worried if she'll say yes. They could easily settle down, buy a cheap home in the suburbs. One could have several children and raise them right to be strong boys and girls. Retire and live happily. That was life under good institutions, a great life. It was perhaps the best in our history." Parker Hennington gives a soft and light smile before it fades into sternness. "But... that's not how it is today right?"

"Our country was terrorized by Hart, as much as it was by the North State. They attacked our institutions, made a mockery if them. They reused them to attack their opponents. They used them to centralize their power. They used them to filter unabashed their corruption and greed. And look where that got us? Our security forces were left in shambles; there was anarchy on the streets. We starved as food could not afford to buy bread. Our political system was sent into disfunction as our elected politicians no longer fulfilled the will of the people. We were run dry by tyranny, and I know a good deal of us, a good deal of us who helped Hart into power, we were made fools, including me."

"So, his overthrow was a time to set things straight. To but an end to the illegality, the tyranny, the brutality of the times. They were a time for us to restore order, to bring back the freedoms that we cherish. To bring the criminals who broke our system to justice. To bring back a good life for us. That life where we can enjoy a good, family life under a loving God."
"But then... Christian Hart was killed. Murdered by a thug who wanted his own revenge. Our government helpless to stop it. Justice, unfulfilled." Parker Hennington brings a long pause.

"Why do we, the God fairing people of New Westmore, let this happen. Why do we have take this any longer. Why do we have to accept this lawlessness, this antipathy of justice? Why do we accept the failings of our administration to secure our people? We currently cower in the face of gangs, criminals who wonder our street and plunder our people. We are poor, bankrupt, and destitute as our economy struggles to recover. Men are lonely in the plentitude, with no one to stand by your side. To our government, to our new regime, the revenge of a single man is more important than the great and holy justice of an entire nation. We do not accept the lawlessness of the right, why are we so ruined to accept the lawlessness of the left!?" Hennington powers with his lungs, formulating it into a grand yell to sweep his audience.

"We will not get our salvation from the left, and we will not get our salvation from the right. Instead, we must as God-faring people endeavor to make a new order of ourselves. We will neither be the subject of autocrats or activists who seek the manipulation of our culture for their own benefit. Instead, we must stand to reinforce the truths by which our people stand. We must remember what we are fighting for. We are fighting for the chance for you to get the work you need to feed yourself and everyone you live! We are fighting for the right to be safe in your own home and not be tormented by thugs and criminals! We are fighting for your right to settle down, to raise a strong family and raise them right! When we remember what our goals are, where our utopia lies, we may have the courage to topple this whole wretched system."

"If these wicked crooks say that our security is not worth it this is wrong tell them of the murders that killed innocent women and children! If they say we are destroying our land and our water tell them of the destitute men on the streets, too impoverished to enjoy them! If they say we are not accepting of new social forms tell them of the men and women of our country left lonely by the modernity of our society! Let us bring an end to nonsense and a return to the era of reason, the era of good society, protected by our almighty God." Parker Hennington ends his speech breathing heavily, but satisfied.
