Staatspolizei is usually the first to show up when a crime has been committed. When arresting an individual they have a choice to either put said individual in a city jail, provincial jail, or state jails, (although state jails are only for seasoned criminals), the Staatspolizei usually put arrested perpetrators in provincial and city jails.
