I guess it's because it's an easier device for communication. The forums/RMB aren't the best/fastest places to host conversations about government.

Thats the whole reason telegrams and dispatches exist. A proposal to make it convenient for all is to make discussion about government changes on the discord, but to host the executive announcement on NS, and put it as an official fact book for a small duration after going into effect as well as it being showcased on the RMB or telegrams.
