It happened because the military was leftist after the second world war and the current dictator was Marcello Caetano and not Salazar the one that controlled PIDE (secret police) and actually had power. The colonies (angola, guine, mocambique, sao tome, cabo verde) were then given independence and portugal became the state of today after the 25th of November when communists lost to the people that wanted moderated leftist, however the constitution is still not very up to date and fascism is prohibited at the same time as there are laws in favor of socialism.
