Article I – Revised powers of the Founding Fathers
Chapter I – Amending the Constitution
  1. Amends Article II, Section 2b of the Constitution to omit the sentence “During this period, the Constitution cannot be altered or repealed without the consent of the citizens.”

Chapter II – Power to Appoint Government Officials

  1. Amends Article II, Section 2 of the Constitution to add subsection c, which shall read: “The Founding Fathers shall also have the authority to declare a Regional Emergency when there are significant government vacancies. The Founding Fathers shall appoint citizens to these positions without the need to hold a vote. The Regional Emergency shall end when all vacant positions are filled.”

  2. Amends Article II, Section 2c of the Constitution to add paragraph i, which shall read: “The High Court shall determine what constitutes “significant government vacancies.” Declaring a Regional Emergency when this definition has not been met shall be grounds for a charge of Abuse of Power, under the Criminal Code Act 2021.”

  3. Amends Article II, Section 2 of the Constitution to add subsection d, which shall read: “The Founding Fathers shall have the authority to declare a limited Regional Emergency to postpone elections by seven days when there are not enough candidates to fill all available government positions that need to be filled at the election.”

Article II – Appointment of the Collegio

  1. Repeals Article III, Chapter I, Section 5c and Article IV, Section 1 of the Constitution.

Article III – Simultaneous Offices
Chapter I – As a member of the Collegio

  1. Amends Article IV, Section 3 of the Constitution, which shall read “Members of the Collegio can simultaneously hold one other government office.”

  2. Amends Article IV, Section 3 of the Constitution to add subsection b, which shall read “Members of the Collegio shall not hold a second position in the Collegio.”

Chapter II – As a Praetor

  1. Amends Article VI, Chapter I, Section 2 of the Constitution to add subsection a, which shall read “the exception to this is the position of the World Assembly Delegate.”

Article IV – Definition of Praetor

  1. Amends Article VI, Chapter I, Section 3 of the Constitution to replace the word ‘section’ with the word ‘chapter.’

A Special statement from the office of President;

My fellow citizens. Tonight, my administration evaluated the recent actions of South Asians. Some of you might wonder why is this important? On October 29, 2020, The Roleplaying Paradise seceded from The Free Nations Region. Now personally we have no stake in it. It was believed FNR would let it be peaceful, and everyone would be happy. Today that said nation filed charges against myself, and several members of our allied friends. This immediately counteracts their statement made in their end of the year review, which is an official publication. In response to this recent threat, I believe taking precautionary measures to ensure that nation will not disturb regional peace!! I believe this is a retaliation measure because those who are banned from the FNR server can’t even defend themselves, and are making a better community for themselves! The Freedom Isles is here for anyone who wants to work hard, make a name for themselves, and be apart of a special culture! We will lead in being fully transparent, and always give a reason why we would do something as drastic as this is. I also want to take a second and say thank you to every hard working citizen, and allies in our Isles!! Thank you all for making this region a success, and we will be around for years to come! Thank you!

Elections Act 2021

Article I – General Elections
Chapter I - General
  1. General elections shall be held on the third Sunday of every second month.

  2. The first day that candidates can register for the General Elections shall be the Monday before the day that General Elections are held.

  3. The last day that candidates can register for the General Elections be the Friday before the day that General Elections are held.

  4. For the purposes of sections 2 and 3, ‘candidates’ includes party lists.

  5. The voting period shall last for 48 hours.

  6. The results of the election shall be released on the Wednesday following the election.

  7. The changeover of positions shall happen on the same Wednesday as that mentioned in section 5, immediately following the release of results.

  8. Citizens shall have 48 hours to challenge the results of an election.

  9. Repealed.

  10. Where elections are done through a preferential voting system, the candidate with the highest percentage of votes shall win.

Chapter II - Declaration of Candidacy

  1. The Electoral Committee shall request that all citizens who wish to run in the elections must publicly declare their candidacy on the Regional Message Board and in the Discord server. The Electoral Commission shall distribute a registration form to all candidates, which must be completed by the Friday before the election.

  2. Only eligible citizens can declare their candidacy.

    1. For a definition of ‘eligible citizens’ refer to the relevant citizenship requirements under the Citizenship Act 2021.

  3. All citizens who declare candidacy must also state what political party they are a member of, if any. Failing to do so will be classed as Petty Corruption under Article II, Chapter VI, section 1, subsection c of the Criminal Code Act 2021.

Chapter III – Voting in General Elections

  1. Repealed.

  2. Voting shall be done using the preferential system if there are more than two candidates. Voters shall be required to select their top four candidates. If there are four or less candidates, voters must number all candidates according to their preference.

  3. If there is only one or two candidates, elections shall be conducted using the first-past-the-post system.

Article II - Elections through the People’s Assembly
Chapter I – Appointment by President

  1. The President shall appoint members of the government that the President has the power to appoint, according to the Constitution.

  2. The President shall present one candidate to the People’s Assembly.

  3. The People’s Assembly shall have the power to accept or reject the appointed candidate by a simple majority.

  4. If the candidate is rejected, the President shall appoint another candidate. This process shall continue until a candidate is elected.

  5. The election of government officials appointed by the President shall happen on the first Sunday of the relevant month.

  6. The last day for the candidate to be announced to the People’s Assembly by the President on the Friday before the election.

  7. The People’s Assembly shall have 48 hours to vote.

  8. After 48 hours have elapsed, the Speaker shall conclude the vote and inform the President, who shall then replace the outgoing government official with the newly elected one.

  9. If the People’s Assembly rejects the candidate, the President shall have 24 hours to appoint a new candidate.

  10. 48 hours after the candidate has been appointed, the People’s Assembly shall vote, and the procedure shall continue as listed above.

Chapter II – Election without Appointment

  1. The election of government officials who are elected by the People’s Assembly but are not appointed by the President shall happen on the first Sunday of the relevant month.

  2. The last day for citizens to declare their candidacy shall be the Friday before the election.

  3. The election shall proceed according to the relevant sections of this Act.

  4. After the election, the newly elected official shall serve out the rest of the term of their predecessor.

Article IV – Electoral Commission

  1. The Electoral Commission shall consist of the High Court and the Founding Fathers.

    1. If there are an even number of members of the Electoral Commission, the President shall join the Electoral Commission.

    2. If the President is already on the Electoral Commission, the Vice-President shall join the Electoral Commission.

    3. If the Vice-President is already on the Electoral Commission, the Speaker shall join the Electoral Commission.

  2. The powers and responsibilities of the Electoral Commission are as follows:

    1. Ensuring that the election process is fair;

    2. Creating a registration form for all election candidates; and

    3. Counting and releasing the results of General Elections and Special General Elections.
