President Pascal Launches Five Year Plan To Transform The Face of Zaire:

The new government of Zaire has instituted various reforms since founding the United States of Zaire after the 2017 July Coup. The Patriotic Party has gained immense popularity across the country once named Congo, due to its promise of delivering the Zairean people from instability and providing them options to improve their lives. At the helm of this vision is President Pascal who recently declared the launch of the 5 Five Year Plan.

This plan was reportedly discussed in the Government Palace by representatives from all 11 states of Zaire. The 5 Year Plan would cover social progress, economic development & military buildup:

SOCIAL:

• Construct over 500 clinics and 85 hospitals across Zaire to increase healthcare accessibility especially in rural areas.
• Put over 50,000 'barefoot' doctors (a term borrowed from Mao’s China) across Zaire through basic & quick paramedical training. These barefoot doctors will offer quick, easy access basic healthcare in rural or remote areas. They will promote basic hygiene, preventive healthcare, family planning and treat common illnesses.
• Build 1,000 new primary schools, 230 high schools and 4 universities.
• Send over 10,000 Zairean students abroad to receive university education in STEM.
• Provide Measles, Ebola, Malaria, Yellow Fever & Flu vaccinations to 1.2 million Zaireans every year. Vaccination booths to be set up in major cities, large towns & villages across the 11 states to vaccinate citizens.
• Provide physical ID & Passports for millions of Zaireans through fast, efficient process whereby at every store, bank, hospital or church, applications will be available for Zairean citizens to get physical passports to facilitate travel.
• Invest in foreign expats coming to Zaire to train teachers & doctors.

ECONOMIC:

• Ensure that at least 89% of mining revenue from the Zairean National Mining Corporation (which owns all mines & mineral wealth in Zaire) returns to state coffers.
• Use high quality technology purchased through foreign investments & economic revenue to reduce costs & increase efficiency and speed to mine larger quantities of cobalt, copper, diamonds and more for export. Zaire has an estimated $24 trillion in untapped wealth and this would ensure it is capitalised upon, as most of Zaire’s mineral wealth is essential for the growing tech global industry.
• Construct nationwide roads & highways to facilitate transport of goods for export and travel within the country.
• Modernise many railway lines of Zaire which are still in the condition that they were in during the colonial era. This would speed up transport of goods cutting costs & improve travel.
• Invest in foreign expats (especially those from SGRI Alzarikstan & Iran Paseo) being hired to work for Zairean companies and businesses to train Zairean workers.

MILITARY:

• Construct at least a hundred new military bases across Zaire.
• Use foreign investment and economic revenue to purchase large amounts of weapons from rifles to tanks, and bomber jets to attack helicopters.
• Enforce 1 year compulsory military service for every male between the age of 18-21 starting from 2018 onwards.
• Build underground tunnel network across the country.

| President Pascal | Zaire has all the resources Madame Leira, for it to be at least a middle income country. $24 trillion in resource wealth, an overall young population of 70 million, arable land filled with cash crops & hard working people. However poor governance, instability & corruption have stifled all progress. That was until July 2017.
