Report on North Atlantic Naval Operations

Despite numerous pre-operation delays and concerns, four submarines of Eurasian Northern Fleet Command have successfully undertaken patrols as far as 15 kilometres into British waters without detection. The return of the latest mission last week left Fleet Command in Leningrad with absolute certainty that such missions can and will continue into the future. Though this is currently subject to change, it has been posited that such journeys may be undertaken once or twice a month and will be added to the roster of submarine voyages in a manner which reflects this. If a submarine is detected, the operating procedures expected of the officers aboard are similar to those given to crews of Long-Range Strategic Aviation (LRSA) squadrons. The submarine is to surface immediately if safe to do so and follow the safest and most direct route away from British waters, either back into the North Sea or out into the Atlantic. All commands received are to be followed immediately, so long as they do not endanger the crew or vessel.

In support of these voyages the bulk of the Northern Fleet’s 2nd and 3rd Surface Squadrons have been earmarked to conduct its own patrols on rotation into the North Sea. As well as their standard coastal patrol duties, they will be expected to provide support to Northern Fleet’s submarines if they or their crews are threatened by either hostile action or a catastrophic malfunction.

Due to continuing coronavirus concerns all crews will be heavily disinfected prior to going to sea. Medical facilities aboard will also be expanded, with the currently small spaces granted to medical staff supplemented. Bedding has been stowed beneath all galley tables in preparation for conversion into a makeshift intensive care unit and supplies being stocked for a worst-case scenario COVID outbreak. An additional fifty medical officers have also volunteered from various naval installations to offer vessels on active service additional professional staff. These measures are not expected to damage the combat efficiency of the ships, though additional crew may prove problematic aboard submarines.

The private court martial and trial of Lieutenant Commander Alek Rykov and his conspirators took place at the beginning of July, under the direction of the 14th Division of the 3rd Chief Directorate of the Committee for State Security. Though suspected of subversion of normality, Mr Rykov was found to be innocent of this charge. However, for his gross insubordination, disregard for the integrity of the international order and refusal to follow vital military procedure he has been sentenced to 1 year in Penal Institution No.6, followed by 20 years hard labour.

Report on Long Range Aviation Operations

As expected the five flights around British airspace over the last few weeks were intercepted rapidly by the RAF with the level of precision which Eurasian crews have come to expect. Three Tu-95 bombers were intercepted and held in missile lock by RAF Typhoon fighters. One of these aircraft was reportedly in sight of Newcastle seaside before being forcefully turned away by repeated British passes. The other two turned back of their own volition after entering a few kilometres into British airspace. The two Tu-160s involved in recent flights fared more impressively, managing to avoid missile lock for more than half an hour through a mixture of speed, erratic maneuvering and rapid altitude changes. It was also noted that intercepting British aircraft seemed unwilling to follow these maneuvers, instead staying squarely behind their targets. Though it is deemed unlikely that such an encounter would follow the same pattern yet again. On both occasions the two aircraft played chicken over a wide area, the Tu-160 pilots dropping in and out of legal British airspace. Through this method, the first aircraft worked its way up the coast about as far as Edinburgh; heading home once the RAF pilot closed the distance. The second flew near to the Hebrides, turning south to avoid crossing into British airspace and reaching nearly as far as the Irish coast before being turned back.

Taking note of previous British complaints all of these flights have placed a great emphasis on staying clear of airline and commercial transport flight paths, ensuring that Eurasian aircraft are well away from civilian airports or known air travel routes. Though notably, in the last 16 years of consistent patrols there has not been a single incident of a Eurasian military plane coming into contact with a civilian aircraft.

These flights have proven highly valuable to Eurasian Navy operations to the north and west of the British Isles, allowing for smoother navigation and a greater ease in avoiding commercial shipping routes. While in broad terms they are significantly less useful than Open Skies treaty missions, their probing of British air defences has provided the Eurasian Air Force with a useful insight into Royal Air Force procedures and how this translates to its capabilities in action. Observations have determined that the RAF’s interception ability exceeds the Eurasian Air Force’s significantly, largely due to its smaller operating areas and ease of communication. Given this, the flights will continue into the foreseeable future, despite British Home Secretary Priti Patel’s complaint that they are “A significant and unnecessary nuisance”. The LRSA Wing has welcomed Patel’s statement, even considering it as a new motto for the unit. For the moment a nuisance is all they aim to be.

Political Woes Puts Macron on His Toes

Le Harve— La République En Marche, President Emmanuel Macron’s Party has suffered greatly in the local municipal elections losing support among local governments to the socialist and centre right Les Républicains. En Marche lost its absolute majority when 8 of its members split to form its own party in May, the party has failed to appeal to many centre right voters, which the Les Républicains won big especially among southern France which remains a stronghold for the centre right party. With re-elections in 2022, the President has made it somewhat clear that he plans to run for re-election. Macron has made promises to shake up his cabinet in these last two years of his 5 year term by appointing a new Prime Minister. Édouard Philippe, the current Prime Minister said that he and the president have been in dialogue over who would replace Philippe as Prime Minister. A decision is ought to be made next week.

As for the future of the En Marche Party, many are skeptical that the President can easily win the legislative elections, unless drastic changes are made to his domestic policy agenda. Macron approval rating according to national polls stands at 40%. In fact the outgoing Prime Minister Édouard Philippe is more popular than the president standing at 67% which is due in part to his handling of Coronavirus and the overall new focus that the Prime Minister has attained on a national level. His party has faced an uphill debate on many matters such as environmental issues, which according to a recent France 24 poll that 79% of the population agree that there needs to be something done to better regulate greenhouse gases and nuclear energy. Three weeks ago, The second and last reactor of the plant at Fessenheim in eastern France—opened in 1977 and three years over its projected 40-year life span — went offline as of. 2100 GMT, said state-owned power company EDF. The procedure to finally shut down the plant, four months after the first reactor was taken offline, had started hours earlier than scheduled, and will be followed in the coming months and years by the site's dismantlement. Its closure is welcomed by anti-nuclear campaigners in France, Germany and Switzerland, who for years warned of contamination risks, particularly after the catastrophic meltdown at Fukushima, Japan in 2011. Then-president Francois Hollande pledged to close Fessenheim—on the Rhine river—but it was not until 2018 that his successor Emmanuel Macron gave the final green light. After its disconnection from the power grid Monday, it will be months before Fessenheim's reactors have cooled enough for the spent fuel to be removed. That process should be completed by 2023, but the plant is not expected to be fully dismantled before at least 2040.

Time is of the essence for Emmanuel Macron as the elections loom over his stagnant presidency. Another rival to his claim to victory in 2022, his former rival candidate from the National Rally Party Marine Le Pen. Ms. Le Pen has continued to serve as a far right candidate to Macrons more liberal stance on most policies, most of which are hard eurosceptic to Macrons Eurocentric idealism. Her radical policies call for France to return to its own national currency, and to send back immigrants that have fled to Europe on boats in the Mediterranean to their country of origin. “The European Union wants us to accept more and more refugees, and what has that gotten us? We have young children dying in the northern suburbs of Paris, illegal activities in the more Algerian city of Marseille and challenge the very secularism our country is established on with their religious beliefs. Globalisation will doom France and its principles if we continue down this path.” Marine Le Pen has gained slight popularity, particularly among older French people who currently see these rises in this issue and Europe’s “appeasements” as unsettling. Le Pen held a rally in Le Havre in the northern region of Normandy where 8,200 people attended, one of her supporters Bernard Crozier told France 24 after the rally that, “What’s happening across France especially in Paris is disgraceful. There should be a national consensus that immigration has clearly gotten out of hand, especially if there are people who are getting their belongings stolen in broad daylight. Macron hasn’t done much to quell this issue, and I think it’s time for new leadership.” His statement pretty much tells the feeling among many French people who feel as if the central government has been careless to provide better guidance in this crisis.

NFA approval rating reaches all time low, polls reveal | LMC NEWS

New polls have revealed that the National Forces Alliance, the centrist, liberal political alliance – made up of some 58 political organisations, 236 NGOs, and over 280 independents – which has assumed nominal control of the caretaker Libyan Transitional Government in the run-up to free elections later this summer, has reached record lows in popular support.

The poll suggests that, contrary to popular belief, the NFA has the support of less than 40% of Libyans – not enough to form a government following the elections – and this trend of diminishing support is forecasted by many to continue into the future.

There are various theories as to why this is. One is that the death of party leader Mahmoud Jibril as a result of Covid-19 has sent the coalition into a slump in support that it is yet to recover from. Others suggest that the coalition, as well as other liberal and secular parties, is accused of doing nothing to achieve change or reduce the effects of the devastating civil war which has rocked the country for several years, and left it in utter ruin. A combination of these two factors has led to a massive spike in support for the more radical parties on all sides of the political spectrum, as a response to the failures of the NFA – which is often accused of being incredibly out of touch with the needs and struggles of ordinary Libyans.

The movement which has seen the biggest spike in support is undoubtedly the Islamic theocratic movement. With the support of neighbouring Egypt, the movement has been increasingly seen as the alternative to the neoliberal bureaucracy of the current government, and is predicted by one survey to surpass the NFA’s approval rating in the coming weeks, or even days. However, the current NFA establishment has dismissed the movement completely, with one spokesperson (who remains anonymous) saying that “there is no support for a theocratic government in Libya, no matter what some may try to suggest.” Only time will tell whether or not this prediction is correct.

Khoms: a mere 64 miles from the gates of Tripoli. The rubble of a city – once alive with the sounds of air strikes, artillery bombardment and small arms fire – now eerily silent. Three men, wearing the insignia of the Omar Mukhtar Legion, are leaning against a stone fountain in amongst the wreckage.

| Ibrahim | The winds are changing.

| Hassan | [jerks his head and feels the Mediterranean breeze, confused] Are they?

| Ibrahim | It’s a metaphor, you buffoon.

[the three men laugh]

| Ibrahim | Our support base is gradually increasing. By the time the elections come round, we’re in with a good chance of winning – and with a considerable margin. And our friends in Egypt are willing to help us to do just that.

| Khaled | The West won’t like that.

| Hassan | To hell with them. They’ve screwed with our country for long enough. It’s time we governed ourselves.

| Ibrahim | Agreed. This country has been tossed around and reduced to rubble – literally. The European colonial powers were first, then that Gaddafi swine. And since then, this country has been an utter mess. The time has come for something to change, Inshallah.

| Hassan | Is violence out of the question?

| Khaled | Violence will not be necessary. We are winning the hearts of thousands every day. And besides, our country has had enough of violence: if we resort to violence, our enemies will be able to paint us in a bad light.

| Ibrahim | Agreed.

| Khaled | So, when do we start?

| Hassan | Now is the time. May God be with us!

Completed Construction on Barakah 2
July 25th, 2020

The Emirates Nuclear Energy Corporation (ENEC) has completed the construction of unit 2 of the Barakah nuclear power plant. The unit, which is in the Al Dhafra region of Abu Dhabi, has been officially handed over to ENEC subsidiary Nawah Energy Company, which can now start preparations to obtain an operating licence for the unit from the Federal Authority for Nuclear Regulation.

ENEC is in the final stages of construction of the four-unit Barakah plant, in the Al Dhafra region of Abu Dhabi. The Korean-supplied APR1400 reactors are being built by a consortium led by Korea Electric Power Corporation (KEPCO), and will be operated and maintained by Nawah Energy Company, an ENEC subsidiary which is partially owned by KEPCO.

Mohamed Al Hammadi, CEO of ENEC said today: "The completion of unit 2 construction activities in adherence to the highest international standards of safety, security and quality, and the handover of all systems to Nawah for commissioning are important milestones that reflect the dedication and skill of everyone involved in the UAE Peaceful Nuclear Energy Programme. These achievements also highlight the benefits of building four identical reactors simultaneously, as the lessons learned during the construction of unit 1 have contributed to the successful development of units 2, 3 and 4 of the Barakah Plant."

Construction of unit 1 was completed in 2018, and FANR issued a 60-year operating licence to Nawah in February of this year. Fuel loading was completed in early March.

Construction of units 3 and 4 are 92% and 85% complete, respectively, while the construction of the plant as a whole is now 94% complete.

Once the four reactors are online, the facility will provide around 25% of the country’s electricity and avoid the release of up to 21 million tonnes of carbon emissions that would otherwise be produced by burning fossil fuels for electricity generation.

    A new political crisis.

Nine months after general elections, Tunisia again faces gridlock, with a fractured and bickering parliament and government in disarray, after last week's resignation of Prime Minister Elyes Fakhfakh. It's a familiar story for the small, North African country and sole Arab Spring graduate that has lurched from one crisis to another along its rocky road to democracy. Add to that another hurdle: the coronavirus battering its already faltering economy. Now, President Kais Saied must name a successor to Fakhfakh, who remains in office until the power handover. If that candidate doesn't pass muster in parliament, Tunisians may be heading back to the polls.

Tunisians are currently looking for alternatives to the present political establishment, which is more interested in seizing power than exercising it. Kais Saied's decision on a replacement to the former Prime Minister is unknown and likely will not be decided until extensive negotiations with other political actors to guarantee the nation's fragile stability. Whatever the decision, it will surely change the balance of power in either the favour of the Islamic Democrats or the more secular opposition. Now, the country is seeing fresh unrest, with protesters demanding jobs shutting down a key oil production site in the south, which has foreshadowed how any new Prime Minister needs to pay desperate attention to the slowing Tunisian economy.

Only time will tell how the situation develops and how Tunisia changes with it both politically and socially.

Labour Day To Be Aggrandized and Renamed

The Ministry of Culture has stated in a press release that May 1st, currently known as Labor Day, will be renamed to "International Workers' Day." The Ministry stated that the purpose of renaming the holiday is to further recognize the accomplishments of the working class and labour movements in Iraq. The Ministry will work with the Iraqi Armed Forces and the Popular Mobilization Forces, as well as the Ministry of Planning and the Iraqi Air Force to coordinate the first official, meaning coordinated and carried out by the government of Iraq, military parade and general festivities commemorating May 1st. While no official location for the parade has been selected, the Ministry of Culture is likely to choose Grand Festivities Square (also known as Great Celebrations square).

PETA, Long Criticized By Many, To Be Censored

The People for the Ethical Treatment of Animals (PETA) will now face censorship by the Iraqi government, the Ministry of Communications says. PETA has long faced substantial and unrelenting criticism for their many actions, including but not limited to the high amount of animals they euthanize (and the low amount they actually arrange to be adopted), forcibly sterilizing (without the consent of their owners) thousands of animals, and exploiting disturbing images of animal abuse to push their agenda. Websites belonging to PETA and social media pages will now be blocked in Iraq.

            A Threat to India
A Chinese recruitment office in Kathmandu puts India on edge
            July 26th

CONFIDENTIAL | गुप्त

A fleet of black Hindustan Ambassadors pull up in front of the Secretariat Building in New Delhi, and President Priya Kunnathuparambil steps out and hurries inside. Surrounded by 4 bodyguards, she and her convoy attempt to get through the bustling crowd of public servants, before making their way into the Defense Minister's office. Defence Minister Rajnath Singh sits awaiting her, with Foreign Affairs Minister Subrahmanyam Jaishankar already at his seat. Singh requests for Kunnathuparambil to take a seat, before requesting that the guards wait outside.

"Your excellency, thank you for joining us this morning," Singh begins, "I trust you know why I have requested your presence here?"

"Other than I was to come quickly, I have received very little information"

"Your excellency, Minister Jaishankar and I have some perhaps worrying information that we decided would be best to share in person. I believe that China may be overstepping it;s boundaries, and that we can no longer remain silent."

Kunnathuparambil looks around the room, and pulls her chair in closer to Singh's desk. "How is that so?"

Jaishankar straightens his back and gives Kunnathuparambil a few sheets of paper, which she reads through while Singh continues. "Our intelligence has found that China has officially formed a Gurkha unit in their military, specializing in high-altitude combat. China isn't really what we would call a high altitude country, though. They have a few mountains in the east, a few in the west, and the Himalayas. Usually, this wouldn't worry us too much... except they're planning to recruit out of Kathmandu."

Kunnathuparambil looked up from her papers, and looked to Jaishankar, who nodded. She turned to Singh, who straightened up and spoke again. "Nepal hasn't taken them up on this offer yet, but if they do, we're in trouble. I wouldn't be surprised if, in the next few months, we find China putting a substantial amount of troops along our border before securing their claims.
And if that's not bad enough, China recently declared Tibet to be a National Park. In their words, they said the whole of Tibet... which may include Arunachal Pradesh. We are yet to confirm this, but if Arunachal Pradesh is included in China's new park, then we're in trouble. It's not only this, I should also mention that China has recently left the NPT, and I personally wouldn't be surprised if China started building up their nuclear arsenal effective immediately."

Kunnathuparambil quickly checks the room again, before speaking. "Lets say that they do open a recruitment office in Kathmandu, they heavily militarize the border, Arunachal Pradesh is included in Tibet's national park, and this nuclear buildup actually happens. What do you say we do?"

Jainshankar, who has not spoken this entire time, clears his throat and straightens his back. "The first thing we ought to do is reassure Nepal that they are not forgotten. The only reason Nepal would side with China is because China are giving them things they want. Assistance, training, supplies, investments, trade deals, that kind of thing. We need to offer Nepal something they can't refuse, give them what they want. A 'you scratch my back, you scratch mine' kind of affair. And not just Nepal, either. Something Singh didn't mention is China's foreign aid program, and multiple deals with Mongolia, Pakistan, and Bangladesh. Of course, I'm not recommending that we flood Pakistan with money purely to keep up appearances, but there's no harm in helping our neighbours like Nepal and Bangladesh.
Secondly, as I'm sure Singh will agree, we need to build our military presence. More units, more men, more training, that kind of thing..."

The trio talked tactics for almost 2 hours. They discussed how they would tackle this 'growing threat,' and how (or if) this news should be leaked to the public. Ultimately, it was agreed to make no mention of the meeting or it's contents to anyone outside the room until a formalised plan is settled on.

PRIME MINISTER FINISHED RECONSTRUCTION OF THE GOVERNMENT

After Democratic Party (DS) chairman Dragoljub Mićunović announced his resignation and retiring from politics in light of exposing the donations scandal from early 90s, when he was party leader, DS party leadership has had to find the person to fulfill the seat. Yesterday, it has been confirmed that certain Ministers are wishing to move away from the Cabinet and focus on the party politics, today we know who they are - former Defense Minister Dragan Šutanovac will take the position of new DS chairman, while former Agriculture Minister Nebojša Zelenović will take the position of new DS secretary general. Both men have served for a long period in charge of their Ministries - Mr. Šutanovac is the longest serving Defense Minister Serbia has had, leaving the Defense Ministry after 11 years in charge of it, practically since when DS took power.

Tough role of replacing Dragan Šutanovac will have Vuk Jeremić, former UN General Assembly Speaker and experienced Serbian diplomat, who was also third in 2016 elections race for the new UN Secretary General. Although Jeremić is not much into military affairs, he's experienced in foreign affairs and that shows government's firm focus on working with NATO allies when it comes to the military agenda in upcoming period.

Like it has been speculated, there were also internal switching of Ministers who were already in the Cabinet, like Minister Dušan Pavlović, who switched position from former Business Minister into new Agriculture Minister, after former Agriculture Minister Zelenović has been elected a new DS secretary general. Emptied seat in Business Ministry, left after Minister Pavlović switched to Agriculture Ministry position, has been fulfilled by another speculated method - by inviting foreign experts to take positions in the government. In that spirit, World Bank expert for economic inequality dr Branko Milanović has taken position of the Business Minister, and he will have his first activity tomorrow, by joining Foreign Minister Hana Adrović, who remained on her position, in important trip to Abu Dhabi, to meet with Emirates businessmen and investors in Serbia.

Change that no one expected has been removing Vladimir Popović from position of Interior Minister, and naming Ivica Dačić, former Mayor of Belgrade, as a new Interior Minister. However, there are at least two reasons for doing so. First, Minister Popović has had a tough job of finding mysterious killers from the motorcycle who killed both tycoon Marko Goranović with his daughter and former Belgrade City Court judge Bogdan Kašanin, and which Minister failed to do, which caused the speculations that elements from the state have taken part in those murders. Another reason to remove him from the office was to bring balance back into factions politics, because after moving Defense Minister Šutanovac, informal leader of one faction of DS, from the government, other faction whose top man was Internal Minister Popović might had took far too power. By removing both of them, Prime Minister kept balance. However, Popović will remain in charge of Security Information Agency (BIA), national secret service. When it comes to his replacement, mayor Dačić, his former position in capital city of Belgrade will be fulfilled by Dušan Petrović. Dačić was an interesting choice for replacement also due to his conflict with his predecessor in the Interior Ministry regarding number of policemen to be employed in Belgrade.

Prime Minister has stated this morning that reconstruction of the Cabinet was fast and effective, and that his team will be able to move forward much more productive. No one has been punished, he said, because each man who lost position in the Cabinet remained on some important position, but that still government has passed trough the important internal reform of which he's certainly proud of. On the other side, Leader of the Opposition Saša Janković said that whole story on reconstruction was turning away public attention from passing the retirement age increases to cosmetic changes in the Cabinet.

POLITICS AND SECURITY

| National Assembly approves largest ever arms deal ahead of elections |

In their last session earlier today prior to their dissolution ahead of the 5th August elections, the 17th Siamese National Assembly voted overwhelmingly to pass the second amendment to the 2020 Emergency Rearmament Ordinance, authored primarily by the Siamese Salvation Front, but garnering support across the spectrum, especially from the Pheu Thai party, currently dominant in polls nationwide. The deal, worth almost eight billion dollars in total thus far, involves the acquisition of 65 multirole fourth and fifth generation jets, an LHD, four frigates, and 220 M1 Arbams tanks initially, has been expanded and now includes the purchase of 100 M3 Bradleys, 50 ex-US AH-1 Supercobras, 15 new Apache attack helicopters, 30 new Chinooks and 25 ex-USN Sea Stallions, production licenses for infantry systems in use by the SDOD, as well as the transfer of 4 KC-130s. 6 additional electronic warfare aircraft have also been acquired as part of the settlement with the United States.

Much of the deal will be paid over a period of 30 years, as part of the United States' efforts to support one of her dwindling allies in the Far East. It is expected that the incoming government will also seek to expand the deal to include purchases from Israel, including sophisticated aerial defense systems, amongst many other replacements for the obsolete systems in use by the Siamese Military. Bold actions made by Khon Kaen in recent months has worried Bangkok, especially as the Tai People's Liberation Army gains vital combat experience in Burma and in Kra and adopts increasingly advanced weapons systems. The TPLA's armoured formations are of particular concern to top planners, being among the most advanced and formidable in Asia, with over 400 modern tanks combat-ready. The SDOD claims that the Siamese Army lacks sufficiently advanced equipment in large enough numbers to counter such armour, of which Israel, a longtime Siamese ally, possesses in large numbers.

The Assembly is set to dissolve by the 27th, as parties begin to ramp up their campaigns in the week before election day.
