The two aren’t mutually exclusive. I have above average scores in civil liberties and political freedom, but I also rank third highest in Hive for religion and have low crime rates. It all depends on the specific policies you adopt for your nation and your personal preferences as a leader.

Weapons of last resort to be used only when there is no other way to prevent total defeat.
Weapons to be used in response to a nuclear strike or when the sovereignty of the nation is gravely endangered
Don't use them, because they'll destroy everything if you do. And that makes it pointless. That's the policy on paper, at least.
A threat or a show of power; to ensure a stalemate or evade a war.
Never use them, for in nuclear war there are no winners, just those who lose the least.
