So I'm in some kind of lockdown again, as both Lleida and the entire area around Barcelona (covering 13 cities where most of Catalonia's population live; Barcelona proper is included by the way), experience serious coronavirus outbreaks again. The government has for now imposed some restrictive "recommendations" for 15 days, after that they'll probably apply an outright lockdown of both areas. A similar situation has happened in other areas of Spain where the lockdown has been reapplied, including areas of Galicia and the Basque Country.

It is a parody of the unintended and irreversible consequences political decisions can have, yes. From a min-max perspective, you need to do the exact opposite: reply as many issues as you can, even if the effects are seemingly contradictory. Pretty much anything you do in this game will drift you towards a certain direction, sometimes even by game design (for example, the vast majority of issues increase Average Income, and the same happens with Taxation).
