The RP is almost entirely on the forum yes, but you absolutely do not need a domestic league before having an international team. I'd recommend making the league first, as it allows you to more easily build up things like team names and styles of play before translating that up to a national team, so the "who does this guy play for?" question is already answered for you, but there's no requirement to do it at all.

I think I originally started with something like 6 teams in 1 division, so there's no minimum number required.
