The closure actually comes from your side. It looks like you've been tag raided. Raiders have come in, taken over the Delegacy, and instructed the embassy to be closed.
It looks to me like two of the raiders are still there.
My advice is to go to your admin page, and do the following:
. Remove all powers from your Delegate position, except "World Assembly". That will prevent you being raided again.
. Remove the Officer positions from those two nations. They might use those powers to cause more trouble.
. Cancel the embassy closure. There should be a button next to our name.
. Cancel the openings of embassies with the raider regions.
. Take a read of the "Resources" section of our "Embassy Information Centre" dispatch. There's links to additional info that you may find useful.
