Then their membership was revoked as they’re no longer in OSEAN. Suspension entails the possibility of rejoining at some point by reactivating their membership...

Quick concultural dispatch. Going to fill in some more information bit by bit.
The Erruene empire invented a logographic writing system in the first century BC, which was gradually worn down and eventually developed into a mixed alphabetic and logographic script around 150 AD. The emerging Kuer civilisation inherited the alphabetic component, and restructured it into the original caara. The original caara had several forms for most letters, with quite a lot of variation through time and place.
It was not until 663 AD that the great king Täplə the Lawmaker declared that all writing should be according to a regularised system that he instated. This system replaced all variants and was kept unchanged until Latin letters had completely taken over with increased outside contact and access to writing paper around 1200 AD.
This is the Täplə Caara, with the ordering decreed by the king himself:
In the early 20th century, companies and cultural institutions across the Kuer nations started to use Caara in logos and decorations as signal of national pride. The Ratajaana organization, a nationalistic organisation which had some political power in the first half of the century, campaigned to reinstate the caara system in Runeda, and even added a letter and diacritics to better be able to represent the modern Kuer language which has changed quite substantially since ancient Kuer times. This is the new Ratajaana system:
