That's actually a good question. Right now I'm happy with the Ministries we have, but if I had to create a new one I would look into the possibility of turning Gameside Advocates into a standalone Ministry. They do significant amounts of work, and while they're not entirely separate from Home Affairs, they are rather independent and might be able to utilize the resources that being their own Ministry could grant them.
