The Democratic Republic of Shokuera is a colossal, orderly nation, ruled by Supreme Leader Sho Hirohito with an iron fist, and notable for its complete lack of prisons, pith helmet sales, and state-planned economy. The hard-nosed, cynical, humorless population of 3.153 billion Shokuerans are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, moralistic, well-organized government prioritizes Defense, although Law & Order and Administration are also considered important, while Social Policy and Environment receive no funds. It meets to discuss matters of state in the capital city of New Administrative Capital. The average income tax rate is 66.2%, and even higher for the wealthy.

The powerhouse Shokueran economy, worth 566 trillion Yenjis a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, highly specialized black market in Arms Manufacturing and Uranium Mining. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 179,784 Yenjis, and evenly distributed, with the richest citizens earning only 2.7 times as much as the poorest.

The government funds private schools for intellectually gifted children, summer science camps are regularly raided by narcotics police, small shoes often wash up on the beach, and Supreme Leader Sho Hirohito often plays real life games of Tower Defense against hordes of angry villagers. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force. Shokuera's national animal is the Washuli Falcon, which teeters on the brink of extinction due to toxic air pollution, and its national religion is Gusahojui.

Shokuera is ranked 290,023rd in the world and 18th in The Axis of Evil for Most Developed, scoring 47.64 on the Human Development Index.
