E-3 is meant for long-term observation without the need for refuelling, However can only take off from a airbase, thus limit their range if theres no airbase nearby for refuelling (Aerial tanker can't refuel a large jet, don't even bring it in)
E-2, being able launch off a carrier allows it to constantly deploy anywhere. All same purpose, however each have their own advantage. Neither are bad.
