As much as I know the Constitution, I don't exactly know much about the AoC. But from what I can remember, it was the first effective "constitution" imposed by the Continental Congress throughout the Revolutionary War and a few years after that, until the Constitution was fully ratified by 1788.

The Continental Congress effectively was weaker through the AoC when compared to state governments, especially states like New York and Pennsylvania (the latter being the location of Philadelphia, the proclaimed capital before Washington DC). Some states even raised their own armies and militias during the Revolution without the consent of Congress, like the Massachusetts Naval Militia. Some operated almost independently, like Vermont, which formed the Republic of the Green Mountains or the Vermont Republic. So, the Constitution was drafted and ratified to give more power to the Feds.
