Unbeknownst to BHF Flight 441, the moment the Batakhovian plane exited the Southeast Sea Total Exclusion Zone, a Frontier Isles stealth spy plane belonging to the National Intelligence Agency began a pursuit of the Batakhovian transport plane.
"We have eyes on the transport. It seems they just landed in a deserted airstrip. Wait, I see people coming out."

The pilot of the spy plane gets a better look.
"It appears to be automated fighters."
As the pilot turned around in order to not be spotted, the news is quickly brought to the Director of the National Intelligence Agency:

As this news floods in, humanoid robots believed to be of Batakhovian origin armed with machine guns have been fished up/found lying near the border zones, these are being shipped to aforementioned Oceanian/Frontierian bases.

I think you read the table wrong. The Oceanian Dollar is one of the least valuable currencies in Lyrali. For example, $1 in Frontier Isles is $13.60 Oceanian Dollars, so Frontieran money is worth a lot more (and Oceanian Dollars are worth a lot less) because for every Frontieran leu, you can get lots of Oceanian dollars.
If you go to the bottom of the dispatch, you'll see the currencies ranked from most to least valuable.
Economics side note: Inflation is the rate at which prices increase over a period of time. My dispatch shows the value of currencies compared to others; it doesn't show really show inflation.
