It’s not that I wouldn’t love being a part of their empire (honestly that’d be preferable), but I just don’t want to be the kinda person who goes “oh look! This thing someone said as a joke is completely legitimate!” Just because it’s convenient, you know?

Having a proper structure helps nations get due respect for their contributions, and reduces discontent and rivalry among otherwise friendly nations. This is the purpose of having ranks in this new and unnecessary setup.
Ranks :
Cannon fodder's sole purpose is to be used in battling the enemies of their overlord. They're expected to die, honorably, but won't be remembered.
The rank given to new members. In the words of some famous dude, having membership in this unnessary setup isn't a privilege, but a right of every nation. Annexation symbolizes that a nation has committed to improving their parent's state and promoting the eventual annexation of the world. Since this is the Hierarchy's main objective, such a commitment is assumed from all members. Annexations can rank up.
Effective contributors, who dedicatedly uphold principles of the Hierarchy and set an example for others, are given this rank. Strip-mines have the ability of tithing 100% of their resources to their benevolent overlord. Moreover, complaints lodged by strip-mines are given priority over the annexed, which is mostly ignored. Strip-mines can rank up.
Clowns have no rank. They're just there, existing for amusement. Same goes for Other, because we've yet to figure out where they go.
Protectorates are not a rank but rather like a permanent post, responsible for laughing at the Hierarchy. They cannot achieve ranks and their contributions are not to be appreciated but expected. Vacation resorts are treated the same as protectorates.

That was an amazing Firefight. 64 minutes, 380 kills, 7 rounds, 128 thousand points. That was awesome.

In Halo ODST, there is a mode called Firefight. You fight against increasing waves of enemies, and every round a new skull (which makes it harder by making enemies dodge more, making them throw grenades more, etc.) activates and makes it even harder. And that was my new best Firefight ever.
I never played ODST, myself. I was never really into Halo.

It’s fun. It’s got a very different tone from the other Halo games. But Firefight mode is beautiful, difficult, and annoyingly fun. It’s just so fun to get a Carbine and a needler, and just start yeeting every enemy that gets close. Then you manage to kill a Brute Chieftain, and you get the Gravity Hammer. That’s when it gets really fun. That’s when you start smashing your enemies, very satisfying.
