Why do we have an endorsement cap, instead of having mandatory delegate endorsement?
Um, we do require WA nations to endorse the delegate. The endorsement cap allows residents to share endorsements and increase regional power without threatening the delegacy.

I've opened a new regional poll on the Senate's structure. By the end of the month, Senators The Catholic State of Eire, Phydios, and United massachusetts will be approving a referendum for the June regional ballot.

My opinion
Maybe I'm crazy, but I'd like to see the Senate be more elastic in the future. If the region's more active, the Congress could make it larger. If the region's less active, the Congress could make it smaller.
Also, the voting system we use has been a somewhat regular topic of debate. In the past, I think the Senate has been chosen through single non-transferable voting and limited voting.
